The Specified Personnel will be responsible for providing the following deliverables including but not limited to:

  • Engaging with business stakeholders and providing input into the strategic vision, development, and execution of product roadmaps aligned with program objectives;
  • Driving the implementation of modern product ownership methodologies, fostering best practices, and upskilling business and crossfunctional teams in product ownership principles;
  • Collaborating closely with stakeholders, including government agencies, technical teams, and business units, to define product requirements, prioritise initiatives, and ensure alignment with organisational goals;
  • Conducting research, competitive analysis, and user studies to identify opportunities for product enhancement and innovation;
  • Contributing to the program backlog through writing features and user stories with clear and testable acceptance criteria;
  • Overseeing the entire product lifecycle, from ideation to working software, ensuring products meet high standards of quality, usability, and compliance within a government context;
  • Providing mentorship, guidance, and training team members to cultivate a culture of continuous improvement and accountability in product ownership.


Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department's recordkeeping policy and practices.

The Specified Personnel will also be responsible for producing the following deliverables, including but not limited to:

  • Team product backlog including, feature definition documents, and user stories;
  • Product and sprint visions, customer journey maps, system demonstration presentations;
  • Product mock ups and process flow diagram to support features and user stories;
  • Feedback analysis customer/end user.

Working arrangements:

Essential criteria:

  • 4+ years proven experience in product ownership, preferably within the government sector or complex IT programs
  • Stakeholder Engagement and Communication Skills
  • Exceptional communication and stakeholder management skills, capable of engaging with diverse audiences, including technical and nontechnical stakeholders.
  • Describe a scenario where you had to navigate and manage conflicting priorities among stakeholders with varying interests in a governmentrelated project. How did you ensure effective communication, alignment, and decisionmaking across these stakeholders? What strategies did you employ to address potential conflicts and drive consensus toward achieving project goals?
  • Strategic Thinking and Innovation
  • Strategic thinker with a track record of driving innovation, problemsolving, and delivering impactful solutions in a regulated environment.
