Regional Program Manager

In this role as a Regional Program Manager, you will play a crucial part in the advancement and implementation of the Queensland Transport and Roads Investment Program (QTRIP). Your main focus will be on fostering the operational connection between the division and districts, supporting, supervising, and assessing regional operational functions and systems for the effective management of QTRIP.

Some of the key responsibilities for this position include:

  • Lead and oversee the development of the four-year QTRIP and a further six-year pipeline of prioritized projects (years 5-10) in alignment with the Regional Plan.
  • Collaborate closely with Policy, Planning, and Investment managers to ensure the program aligns with state-wide investment priorities.
  • Advocate for and prepare submissions to secure funding for high-priority projects in the region.
  • Work in conjunction with the Regional Planning Manager to contribute to the region's Transport System Planning Program (TSPP) by aligning with priorities, funding streams, and ensuring readiness for the delivery of QTRIP.
  • Proactively oversee the delivery of QTRIP by monitoring KPIs (time, cost, quality deliverables) through regular communication with project and program managers and other stakeholders according to corporate guidelines.
  • Stay informed and report on the preparedness of forward planning and preconstruction activities (years 2-4 project proposals, business cases, and designs) as required.
  • Provide input and guidance on business cases and options analysis to support funding requests for network investments under QTRIP.
  • Ensure the implementation of appropriate road system planning frameworks and submission of business cases through the State Planning Process.
  • Keep abreast of the condition of regional assets and the impact of the program on the network with investments being made.
  • Contribute as a member of the Regional Leadership Team, offering advice on local strategies essential for successful regional program delivery and representing the Regional Director when necessary.

Mandatory qualifications and requirements:

  • Hold a valid Class 'C' Drivers Licence.
  • Due to access to sensitive data, a criminal history check will be conducted before appointment to the role.

Desirable qualifications and requirements:

  • Possess a four-year, Washington Accord accredited, Bachelor of Engineering (Civil) degree or equivalent recognized by Engineers Australia against Washington Accord standards.
  • Experience in the infrastructure industry, particularly in commercial infrastructure delivery and asset management, is advantageous for this role.

Role essentials:

  2. Demonstrate sound decision-making skills and courage in making decisions, providing advice with a clear rationale even in the face of conflicting or incomplete information.

  4. Drive accountability and results by collaborating to set clear and shared objectives that promote collective responsibility for delivering quality outcomes.
