Mosaic Multicultural Connections (Mosaic) is the new registered business name for Northern Settlement Services.

Over the past 40 years, Mosaic has assisted people from migrant and refugee backgrounds and their communities across Newcastle, the Hunter, Lake Macquarie, the Central Coast, and New England.


Mosaic's dedicated workforce of over 80 staff and hundreds of volunteers across 4 locations are passionate about supporting and inspiring culturally diverse people to overcome barriers and thrive.

Their broad suite of inclusive programs covers settlement support for individuals and communities, families support, aged care, youth, and many complementary smaller projects.

Mosaic supports people from over 70 countries and our multilingual workforce speak over 30 languages.

About the role

The General Manager Programs is a newly created position responsible for providing holistic leadership of Mosaic's programs across the portfolios of aged care, settlement, communities, and families.

Importantly, the General Manager will coach and develop the management team in these areas and monitor performance of programs against contract requirements and other key metrics.

The role has been designed to draw portfolios more closely together to leverage opportunities within and between programs.


Strategically, the General Manager Programs will work closely with Mosaic's CEO to identify opportunities for program development and geographical growth, ensuring sustainable best practice systems and procedures including clinical governance and child safety to deliver high quality, impactful programs.


The position will lead the following:

  • Operational and strategic planning of programs ensuring effective financial, technological and human resourcing to deliver impactful, cost effective and compliant programs, and work towards achieving Mosaic's strategic intent and targets.
  • Monitoring program performance against financial, funding, contract and compliance requirements, and identifying opportunities for continuous improvement.
  • Building strong and effective working relationships with other agencies, key stakeholders and other formal and informal community networks.
  • Representing Mosaic and promoting services and programs through networking, attendance at events and conferences.

In addition, you will have ideally led multi-disciplinary teams and been responsible for program and contract performance of a range of government funded programs in the community sector.

Settlement sector expertise will be highly regarded.

Additional experience and attributes we are seeking include:

  • Tertiary qualification in relevant field including social work, human services, business or commerce
  • Masters of Business Administration is highly desirable
  • Strong commercial acumen and demonstrated recent experience effectively managing an impactful, financially viable operation and organisational growth
  • Demonstrated significant experience working with culturally and linguistically diverse (CALD) communities and supervising multicultural staff
  • A natural preference to collaborate with others, provide and accept advice and assistance from colleagues to meet common goals
  • Dynamic relationship-building skills and ability to confidently engage with internal and external stakeholders
  • Exceptional communicator with high level digital literacy, written and verbal communication skills
  • A commitment to excellence, safety, innovation, multiculturalism and continuous improvement
  • Can balance big picture strategic thinking with attention to detail

The position will be offered initially as a 2-year contract.
