Key role of this position

Develops contracts for high-value high-risk requirements and provide specialist advice to senior stakeholders on procurement policy, procurement planning, contract formation and contract management activities.

Advises on policy exemptions, contract variations, and renewal and extension strategies. Consults across senior levels of government agencies, industry, and the community, and maintains positive and effective stakeholder relationships.

Core duties and responsibilities

Contract Formation

  • Develops complex and highrisk contracts, including assisting with the preparation of procurement plans, developing tender documents, and undertaking evaluation, and contract formation.
  • Interprets contract law requirements in procurement and understands the appropriateness of different terms and conditions.
  • Adheres to, and advises on, all probity requirements including security and confidentiality and ensures fairness and equity.
  • Ensures compliance and the appropriate use of technology and records management
  • Influences stakeholders to make value for money decisions and documents outcomes appropriately.
  • Engages relevant stakeholders and ensures the evaluation panel consists of sufficiently knowledgeable, skilled and diverse panel members.
  • Provides specialist advice on complex contract development and management issues
  • Facilitates complex contractual negotiations.
  • Influences senior stakeholders to use best practices procurement negotiation principles.
  • Works with stakeholders to establish negotiation strategies with clear parameters that are in line with the client's objectives and within delegated authority.
  • Applies, and advises on, due diligence processes and takes action to resolve any issues that arise.
  • Applies, and advises on, the contract award process for complex requirements.
  • Prepares for, and conducts, challenging supplier debriefs and resolves issues or disputes that arise.
  • Implements a methodical risk management approach that identifies issues and mitigates against potential risk.
  • Leads market research to gain a deep insight of the supply chain, risks, buyer behaviours and other issues (e.g. legislation, policies) that impact contracts.
  • Conducts contract handover with Contract Manager and provides support resources and information
  • Supports the development of the contract management strategy for complex requirements.

Group Buying Support
***- Supports the coordination and management of group buying and cooperative agreements

Leadership and Management
***- Guides, supervises and mentors the staff within the Sourcing team to achieve contract, team and organisation outcomes.

  • Leverages team strengths and delegates tasks accordingly.

Other
***- Assists with the development of procurement policies, standards, process improvements and guidelines.

  • Carries out other tasks and functions that are within the limits of the employee's skills, competence and training as required.

Core Competencies
***- Considerable experience in contract development or formation of high risk, high value or complex contracts.

  • Knowledge and/or experience of government contracting and procurement policies, procedures, issues and strategic direction.
  • Change management experience, including the ability to introduce and assist the management of change and deliver agreed outcomes.
