This is a permanent Role Paying $140k Base + Super + Fortnightly RDOHybrid working: 3 days in the office and 2 from home Parking available on site The right candidate needs to have end to end procurement knowledge either at another Local Government Council or State NSW this person needs to be a strategic thinker and have strong relationship management skills.


Position Purpose/Objective:

The Program Leader Strategic Procurement, Contracts, and Warehouse plays a crucial role in driving financial sustainability and compliance for the Council.

This position provides expert strategic advice on procurement and contract processes, ensuring robust management and operational efficiency.

Key Responsibilities:
Develop and maintain key relationships for effective service provider engagement and contract management.
Ensure procurement, contracting, and warehouse processes are understood and followed across the Council, providing education and preventing errors.
Act as the Council's probity officer, ensuring compliance and identifying improvement opportunities.
Provide comprehensive advice and support on all procurement and contract management aspects, including EOIs, RFQs, and RFTs.
Plan, develop, source, negotiate, and administer procurement arrangements to meet Council business needs and obligations.
Identify and mitigate procurement risks through effective control measures.
Manage procurement and contract management policies, ensuring statutory compliance and system integrity.
Oversee the Tender Review Committee (TRC) process as the chair.
Act as Contract Manager for key consolidated contracts.
Manage procurement and contract management software platforms, including training staff.
Lead the Strategic Procurement, Contracts, and Warehouse team, providing support during peak periods or staff absences.

Workplace Health & Safety:
Comply with WHS obligations and responsibilities as outlined in Council policies and procedures.
Identify unsafe situations and notify supervisors.
Work safely and in accordance with safety instructions and use provided equipment and PPE.
Comply with the Council's Asbestos Management Plan and Policy.

Compliance and Risk:
Conduct risk management responsibilities in line with Council's Enterprise Risk Management (ERM) Policy and Procedure.
Report any non-compliances with relevant legislation, regulations, and Council policies related to procurement and contract management activities.

Communication:
Establish open communication between Procurement and Council business units.
Write and explain complex proposals and requirements, including business and briefing papers.
Build strong relationships with suppliers and external procurement organizations.
Possess excellent team management skills.

Judgment & Problem Solving:
Interpret and advise on Council's procurement, contract management, and financial reporting policies.
Manage compliance processes and support staff in understanding relevant legislation and Council policies.
Evaluate tenders and select providers based on established guidelines and principles.
Manage staff and set objectives and priorities.

Authority:
Make decisions in line with the Delegations of Authority approved by the CEO and Council adopted budget.
Undertake monitoring, reporting, and provide advice as per BMCC's Contract Management Policy and Procedures.
Current financial delegation for this position is $20,000 including GST.

Skills & Experience:
Essential: Tertiary qualification in Procurement, Logistics, Commerce, Law, Business, or relevant experience.
Extensive experience and knowledge of procurement and purchasing, tendering, vendor agreements, contract negotiation, and procurement systems.
Demonstrated capacity to add value through risk analysis and commercial thinking.
Proven supervisory experience with a team-oriented approach.
Excellent communication, interpersonal, and computer skills.
Understanding of EEO and WH&S principles.
