Transport Services

Transport Services is a Division of the Department of Transport and Planning and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.

The Metropolitan Tram branch sits within the Rail Services Division of Transport Services.

The role of the branch is to be responsible for the management and performance of the State's tram franchisee and contract to optimise customer-focused outcomes and value for money.

About the Role
The Manager, Franchise Governance & Risk (Yarra Trams) reports to the Executive Director of the Branch.

The position is responsible for managing and overseeing the State's governance obligations related to the MR4 Tram Franchise Agreement and related contracts.

This role ensures DTP (and the operator) are appropriately represented at the governance forums for decision making.

The role is responsible for supporting the branch to actively manage the strategic and day-to-day contract-related risks in accordance with DTP's risk management framework and ensuring the franchise operator has appropriate risk management practices in place.

The Manager will also be engaging within DTP and external key stakeholders in relation to forward looking matters including the review of emerging risks far into the franchise term.

The role will also be responsible for driving the management of administrative records, coordinate the reporting within the branch and ensure compliance with contract deliverables.

Further, the role will be responsible for understanding and co-ordinating the reporting on the projects being completed by the relevant operator, ensuring the State's objectives are being realised.

  • The contract management function can demonstrate quality and efficient governance over both DTP and the tram operator's fulfilment of contract obligations.


Contractual Compliance
  • Contract deliverables for both DTP & the tram operator are managed and delivered within the contractual requirements and timeframes.
  • Aligned Contract Management Processes
  • Efficiently sharing information across the contract management branch, driving continuous improvement in contract administration practices and processes and business continuity. Audit actions arising from internal and external reviews are monitored and actioned with relevant stakeholders.


Risk Management
  • Risks associated with successful delivery of the contract obligations including commercial and operational risks are identified, managed and resolved.
  • Promote and support safe, inclusive and flexible team operations.
Qualifications & Experience
Mandatory

  • Extensive stakeholder management experience
  • Experience managing contracts governance and compliance
Desirable

  • Knowledge of the heavy and/or light rail network
  • Bachelor in a relevant field eg. Commerce, Law
