The Infrastructure Service Division (Construction) within Department of Education (DoE) are currently seeking a Program Director Contract Management (Frameworks & Governance) to provide expert services to their Better Project and Contract Management Project (BPCM).

Context of the role

The Department of Education (DoE) is making a multi-year investment in our educational built infrastructure to address growth needs and achieve better use of existing infrastructure assets, with the annual delivery portfolio for 2024-25 being $2B with a significant number of projects in-flight.

There are two large and complex business improvement projects, at differing stages, that directly relate to uplifting the maturity of the Infrastructure Services Division's contract management practices for built infrastructure, including the development, implementation and on-going governance of contract management & contractor engagement frameworks, processes & procedures.

As the Program Director Contract Management (Frameworks & Governance) you will:

  • Provide strategic advice to the Division's senior executives on built infrastructure contract management & contractor engagement practices, such as options for the Division's ongoing management of built infrastructure contract management & contractor engagement frameworks & governance, overall performance of contract management & contractor engagement practices for the Division, etc.
  • Engage and collaborate with a wide range of internal and external stakeholders on the Division's built infrastructure contract management & contractor engagement practices

As the Program Director Contract Management (Frameworks & Governance) you will:

  • Provide strategic advice to the Division's senior executives on built infrastructure contract management & contractor engagement practices, such as options for the Division's ongoing management of built infrastructure contract management & contractor engagement frameworks & governance, overall performance of contract management & contractor engagement practices for the Division, etc.
  • Engage and collaborate with a wide range of internal and external stakeholders on the Division's built infrastructure contract management & contractor engagement practices
  • Perform the role of 'Business Owner' for built infrastructure contract management framework & governance, including but not limited to:
  • Review available documentation on the current state and identified improvement opportunities for Division's contract management & contractor engagement practices
  • Advocate for uplift of contract management & contractor engagement practices across the Division
  • Provide input to planning for upcoming stages of the business improvement projects, including approach to achieving required business outcomes, input on prioritisation & sequencing of project tasks, determining project resourcing requirements and input to project plans (eg. project schedules, project cost estimates, )
  • As required, provide technical direction and advice to contract management subject matter expert staff in the business improvement project teams
  • Actively support business improvement projects in engaging with key stakeholders across the Division, in other Divisions of the Department (eg. corporate procurement) and other Government Agencies (eg. on the whole-of-Government contract management framework)
  • Review and provide feedback on contract management & contractor engagement draft documentation produced by the business improvement project teams, along with being final approver of the contract management & contractor engagement framework & governance documentation (such as forms & templates, processes & procedures, training material, governance mechanisms/assurance controls, etc)
  • Ensure legislative and other government requirements are addressed in the Division's contract management & contractor engagement frameworks & governance
  • Provide input to the development of a business case to procure and implement a contract management system (software), such as providing advice on associated business needs for, and potential benefits of, a contract management system

The successful candidate will have extensive experience in:

  • Contract management frameworks & governance for built infrastructure, including the development, implementation and ongoing management of these frameworks and/or
  • Management of large and complex contracts for construction and maintenance of built infrastructure
  • Have executive or senior leadership experience in large and complex organisations, with experience in public sector organisations being an advantage
  • Desirable - Have experience leading, or being involved in, business improvement projects and/or continuous improvement initiatives
