The Opportunity
Treasury Management (“TM”) is a relatively new function which is responsible for co-ordinating TM activities undertaken across the Agency as well as conducting other specific TM activities where required. It is also responsible for managing the cash portfolios which exist across the various funds.
The Director, Treasury Management, working with the Head of Overlays and Treasury Management, will lead the Treasury Management function within the Agency and as part of the Treasury Management team, will hold overall responsibility to ensure that the Agency meets these outlined objectives. The Director, Treasury Management, will be expected to lead a small TM team that will serve as the conduit for relaying and ensuring Agency objectives are achieved through diligent coordination of the TM function and relevant teams. The Director, Treasury Management is also expected to provide input into the design and composition of the broader Portfolio Liquidity and Flexibility strategies and Total Portfolio Approach.
Key Responsibilities
Liquidity Management
Planning, organising and controlling liquid assets in order to make the best the use of the Agency’s liquidity, while ensuring external obligations to counterparties can be met at all times.
Avoiding liquidity surprises and keeping all stakeholders informed of the Agency’s liquidity position and ensuring we have the most effective and efficient liquidity levers available.
Cash Management
Implement individual cash strategies which prioritise liquidity and credit quality for each of the funds and seek attractive risk adjusted returns where possible.
Having sufficient liquidity and then optimising returns as possible across all cash portfolios and reporting results to stakeholders as required.
Balance sheet efficiency
Drive value creation through understanding and reducing cost of funds and improving cost/return trade-off decisions.
Designing TM strategy and planning around these initiatives and reporting progress to stakeholders regularly.Close relationships around the organisations will be visible.
Mitigate risk
In particular; operational, legal, regulatory, and counterparty risks.
Up to date risk models and policies and a close relationship with ‘risk’ and ‘Operations’ people across the organisation.

Bachelor degree (minimum)
Knowledge and Experience
Deep Treasury experience from within a relevant finance or investment organisation
