The Site Surveillance Officer has overall responsibility for ensuring works undertaken on the site are done so in a safe and appropriate manner in accordance with developed documentation on behalf of V/Line. This SSO is an integrated role within the Alliance, and is a critical role to drive integration, and onsite support.

This position is responsible for providing staff a safe workplace where risks are identified, understood, and managed and a safe environment for customers and visitors is maintained.

Excellent communication skills are essential as you are involved with matters of safety, site access, surveillance, reporting, compliance, and handovers.

About the role

To be eligible for this role, you need a current, valid Victorian Driver Licence and the flexibility to travel away from home for on-site work.

Key accountabilities:

Monitoring and Reporting : Monitor and report on all onsite activities related to identified issues. Liaise with site-based V/Line Operations and Maintenance personnel. Construction Compliance : Monitor works and any reworks to ensure they adhere to Standards and Specifications. Maintain a diary of observations and escalate as needed to the Project Manager. Site Access Coordination : Coordinate and ensure site access aligns with relevant contract documentation and V/Line procedures. Safety and Compliance Audits : Audit compliance with agreed site access requirements, safe working practices, and rail environment safety. Occupations: Oversee and coordinate occupations necessary to complete the works. Reporting and Recommendations : Provide timely reports on identified issues and offer clear recommendations for ongoing safety and effectiveness. Handover Documentation : Accept, witness, and review hand back and handover documentation. Incident Reporting: Report all safety, security, and environmental incidents following V/Line procedures (SAPR-33).

The Site Surveillance Officer has an important role in overseeing and coordinating rail occupations. This involves navigating a complex occupation regime where activities occur 24 hours a day throughout the occupation. Effective communication with other team members during these periods is essential for seamless handovers.

About you

To be successful in this role you are experienced in the following areas:

Rail Expertise: Solid understanding of the Rail Safety Act 2006 (Vic) and rail standards. Over 10 years of experience in building/construction. Supervisory Skills: Minimum 5 years’ experience in a site role or construction supporting roles (including engineering interface). Demonstrated stakeholder management expertise. Occupations Experience: Exposure to supervising Track, Civil, Structures, or OCS assets. Ability to work effectively in a complex occupation regime with 24-hour works. Collaboration and Communication: Proven ability to work collaboratively and communicate during occupations. Strong interpersonal, communication, and negotiation skills.

Desirable:

A training qualification in Frontline Leadership and/or engineering is desirable, but we place greater emphasis on candidates with a proven track record in heavy rail.

This position has become available due to an internal transfer.

The salary range for this permanent, ongoing role is up to $111,723 (including superannuation).

This is a Medical Category 3 role.
