About the role:

RWE Renewables Australia Pty. Ltd. (RWER) is developing offshore wind projects in Australia with the intention to create a multi-gigawatt portfolio.
The RWER Australia team is expanding and we are looking for a talented and enthusiastic permits and consents professional to join the Australian offshore wind team as part of the larger RWER global organisation. The Senior Permitting & Consents Manager role will work with multiple project teams within the offshore wind development team, and will build and develop RWE’s permit and consenting capability in Australia.


The Australian offshore wind market is fast growing, and the permitting environment is also changing. As part of RWE’s market entry, the Senior Permitting & Consents Manager role will initially oversee delivery of permits to enable development and construction of RWE’s Kent project within the Gippsland region (including Feasibility Licence Management Plans, EPBC Act referrals and State-level permits for surveys, as well as EIA and later stage consents). The role will also be responsible for building up permitting teams for individual projects and supporting and coordinating their work. 

The successful candidate will have a proven history of supervising and delivering EIA and other permits and consents for infrastructure projects in Australia (preferably offshore wind, other renewables or offshore projects), combined with an understanding of the way in which consenting interfaces with other elements of project development. An enthusiasm for working within cross-cultural teams is essential.

RWER has a matrix organisational structure. This position line reports to the Country Manager Australia, and will report functionally to individual project leads.

The responsibilities of the role include:
 

Oversee the delivery of consents for RWER’s initial project in Gippsland.Build consents teams for projects and manage consent team personnel on a day-to-day basis, working to ensure their professional development.Support in recruitment of new consenting personnel where necessary.Maintain an overview of all consenting activity in Australia (multiple projects).Collaborate with the country leadership team to contribute to the consenting strategy which ensures RWE’s efficiency and the success of project deliveries in Australia.Coordinate with other consents teams in the APAC region (currently Korea & Japan) to share lessons learned and support wider development of RWE in the region.Engage with relevant consents stakeholders to share RWE’s insights and international experience at a national and local level as necessary.

Responsibilities at a project level include:
 

Lead and manage all project consenting activities and interface with other core project staff and other project teams where appropriate.Ensure project design envelopes for each offshore wind project are consentable, and buildable, and are open enough to allow financing and construction of commercially viable projects.Guide and supervise the local consents/permits team in delivering (and maintaining) the necessary consents for the project, including land lease agreements where appropriate.Set and coordinate consenting budgets across all projects under development, construction, and operation phases.Develop and maintain consents programmes, and ensure delivery on schedule. This will include ensuring smooth interfaces with other project packages.Monitor the development and maintenance of RWER’s consents risk register for projects, and ensure that consent-related risks are identified, communicated and managed by consents teams.Coordinate the procurement of consenting-related contracts, including EIAs, and ensure the best value for money is achieved and RWE’s standards are maintained.Oversee the delivery of all consenting-related contracts ensuring that RWER’s interests and needs are met and that a high standard of deliverables are provided.Ensure that all projects uphold high standards of environmental protection and sustainability throughout the development cycle.

HSE: Promote and maintain our high HSE standards and procedures for offshore wind, particularly in the delivery of environmental survey work. Share local insights and ensure that global best practices and learnings are implemented locally.

Stakeholder management: Be a senior representative for offshore wind environment and consenting topics in Australia, engaging with Federal and State governments & regulatory bodies, business partners, and in industry associations in coordination with the leadership team, providing advice and expertise in planning, permitting and consenting for offshore wind.
Where necessary, and in coordination with RWER Stakeholder Managers, represent RWE in engagement with First Nations/Traditional Owners and other local communities.

Governance & Administration: Assist in the creation of a highly-effective local offshore wind development, construction management (and at a later stage operations) organisation in accordance with RWE policies and procedures.

Your Profile:

Bachelor's degree in Biology or Environmental Sciences or the equivalent combination of education and experience; advanced degree preferred.5+ years of professional experience in the development and construction of capital/infrastructure projects, and 2+ years demonstrated experience with permitting and environmental compliance for renewable energy projects in Australia. Experience in offshore projects is beneficial.Significant technical knowledge of current Australian Federal and State permitting processes and regulatory requirements relating to development, construction, and operations of energy projects.Experience of Australian State level permitting in Victoria or New South Wales is benefitial (but not essential).Significant technical knowledge of EIA and impact mitigations.Effective organisation and project management skills including a proven ability to manage complex projects with multiple stakeholders, internal staff, sub-contractors and consultants.Able to act comfortably in cross-cultural teams and collaborate across country boundaries with a sense of diversity and inclusion.High interpersonal and communication skills with people of different backgrounds and cultures, and ability to tailor messages to audiences and communicate complex topics clearly and concisely for decision making.Advanced oral and written English skills essential.
