**Construction Surveillance Manager**

**Client Focus**
Clearly and effectively communicate SYSTRA's capabilities and services to clients. Confident, positive, and sensitive in internal and external client meetings, picking up on both explicit and implicit requirements Work collaboratively and flexibly with the client (Sydney Metro), delivery partners and the contractors to develop risk-based surveillance (including frequency of activities) to achieve value for money.

**Technical Expertise**
with the Principal, the Independent Certifier leadership, and Specialists (as required) to define and agree the risk-based certification approach and accompanying certification activities including review and allocation of hold and witness point to appropriate parties. Attend compliance alignment sessions to reduce the risk of issues arising after construction. Review completions evidence from the Contractors and draft specialist assistance as required. Review comments provided by surveillance team and SMEs ensuring comments are within scope of the Services. Ensure timely delivery of the surveillance, Independent Certifier reviews of completions quality documentation. Advise the IC Systems and Integration Manager when Independent Certifier documentation is ready for client submission.

**Commercial and Business Management**
- Manage the scope of services required to deliver for the surveillance activities of the Sydney Metro Western Sydney Airport Project in accordance with the Project Deed.
- Identify, report and manage change events in accordance with the Project Deed.

**Communication**
- Adapts style and method of communication to changing circumstances and needs.
- Has the ability to tailor written and verbal communication against audience requirements.
- Consistently displays high levels of attention to detail.
- Able to structure documents logically without supervision.

**Leadership**
- Able to lead and coordinate surveillance teams, driving progress and task/role clarity.
- Encourages involvement across the team, taking responsibility for the output of junior staff.

**Team Working**
- Coordinate Independent Certifier surveillance resources (including hold and witness points).
- Understands team roles and dynamics, using a range of skills and techniques to build effective surveillance teams.
- Takes actions to build a positive team spirit and ensures others feel a sense of team identity.
- Resolves any conflict or confusion within the team.
- Captures and shares best practice within and across surveillance teams.
- Conduct team meetings, lessons learnt, specialist onboarding/mentoring and pastoral care activities, to promote knowledge transfer and create a supporting (and supportive) "Community of Practice".

**Planning & Organisation**
- Demonstrates the ability to prepare and execute project plans.
- Delegates work, giving clear and concise directions.
- Communicates and manages risks, acting promptly to minimise their impact.
- Uses project management methodologies to improve efficiency and effectiveness.
- Adheres to and manages the surveillance team's adherence to the Project WHS Policy (and Client WHS Requirements where appropriate and required).
- Wear PPE where required Report health and safety incidents in line with Company Policy.

**Qualification level and type**:

- Qualified by a recognised tertiary or professional institution in a relevant engineering discipline, or with sufficient practical experience to demonstrate/justify equivalence to a Bachelor's or Master's degree.
- Minimum 8-12 years' experience in senior construction and surveillance roles on major rail projects.
- Recent and close exposure to construction certification processes and activities on major rail projects.
- Strong understanding of the legislation, standards, and processes common to major rail projects.
- Strong ability to drive outcomes across complex and highly integrated project environments.
