**About the branch**:
**Corporate Branch**
The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity.
The Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, facilities management and human resource management.
The branch also complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre.
**About the section**:
The Finance Section is led by the Chief Financial Officer, who reports directly to the Chief Operations Officer, Corporate Branch.
The section partners with the business to manage internal and external budgetary requirements, deliver flexible, agile and relevant financial information and advice to stakeholders, and provides products and services including budget management, external budgeting, financial statements, external reporting, monthly reporting, accounts processing, treasury and procurement advice.
The priorities of the section actively support the areas of focus in the Corporate Branch plan to deliver:
- Improved service delivery,
- Enhance agency capability through improved internal client experience, and.
- Championing good administrative practice.
**Duties of the position**:
The Assistant Manager, Procurement will lead a small team responsible for the agency's Central Procurement cell and Financial Management Information System (FMIS) support team. As the assistant manager, you are responsible for the following:
- Development and implementation of procurement policy including developing and maintaining the internal procurement guidance, and procurement and contract management templates.
- Providing independent advice and assistance on procurement and contract management activities to business units within the agency including, consultancy and advisory services on key decisions in the procurement cycle and facilitating the attainment of "value for money" and CPR compliance in procurement and contracting.
- Management of all internal and external procurement reporting requirements for the agency.
- Working with business to undertake more complex procurement activities and contract management, including preparation of tender, contract and related approval documentation, in accordance with Commonwealth Procurement Rules and internal procedures.
- Provide oversight, prioritisation and escalation of FMIS related enhancements, contracts, and issues.
- Maintain the Contracts module and Procurement Forms function within the FMIS.

- Assisting in the resolution management of contractual issues and disputes
- Working as part of the team and support team objectives.
It is expected that the assistant manager, procurement will also:
- Manage procurement policy training and associated systems training.
- Manage the PGPA Act breach register for the agency.
**Qualifications/experience**:
The position of Assistant Manager, Procurement is responsible for delivering the Clean Energy Regulator's procurement and contract management framework, to ensure the Clean Energy Regulator develops and applies best practice procurement and contract management within the Commonwealth Procurement Policy framework.
The position of Assistant Manager, Procurement is also responsible for supporting the FMIS administration team, to ensure consistent operation and gradual enhancement of the FMIS.
Applicants will have a demonstrated ability to provide support to stakeholders to develop efficient and effective procurement and contracting strategies. The position will be required to work autonomously on most tasks and will be expected to display initiative and be proactive by identifying improvement opportunities that represent a value for money outcome.
A Certificate IV or equivalent in Government Procurement, and extensive procurement and relationship management experience is not essential but highly desirable. The following competencies and attributes are considered important for the successful applicant:
