Purpose of specific work area and position

The Rural Fire Service (RFS), Training and Capability Branch leads an agile volunteer and staff development framework, coupled with delivery of strategic planning and innovative capability enhancement initiatives, to promote service delivery excellence. The Training and Development branch comprises four teams - staff development, volunteer training development, volunteer training delivery, and resource development. The Staff Development function focuses on the creation and roll-out of the staff development framework and supporting training packages, including the RFS staff induction program, and sharing resources relevant to volunteers to enhance operational capability.

Reporting to the Executive Manager Training and Development, you will lead the functions of the team and oversee the planning and execution of staff development training across the state, as well as maintaining oversight of the delivery of the program of work. You will develop programs and frameworks to support best practice operational training for RFS staff and contribute to the development of innovative capability enhancement initiatives to ensure training enhances regional operations and service delivery.

Mandatory requirements
- Must meet the mandatory requirements as outlined in the generic RFS Inspector role description.

Highly desirable requirements
- High level understanding of contemporary training methodologies and registered training organisations requirements.
- Possession of a current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education would be highly regarded.
- Work in an adaptable and high-pressure environment to support the development and training outcomes.

Primary duties

In addition to the generic Inspector, RFS role description, the primary duties of the Manager, Staff Development include but are not limited to:

- Lead the development of staff development frameworks and products in alignment with organisational goals, changing needs and emerging trends.
- Align key competencies and skills requirements for staff members at different levels within the organisation.
- Plan and oversee the execution and delivery of long-term staff development delivery strategy to ensure staff development training requirements across the state are met and align with broader organisational priorities.
- Coordinate, deliver and facilitate staff development activities across the State, working closely with the Executive Manager Regional Operations to ensure staff capability to deliver effective and efficient operations.
- Design and maintain staff development curriculum and learning products, utilising support from the organisational curriculum unit.
- Maintain oversight and lead the review of staff development needs across the state to ensure they positively impact the engagement, retention and capability uplift of staff within RFS.
- Lead the execution and coordination of the staff development evaluation framework, including assurance and compliance activities, to ensure staff development is fit-for-purpose and compliant with industry standards.
- Lead, facilitate and/or participate in forums, networks and working groups to provide specialist advice and champion collaborative solutions to address staff development priorities, emerging initiatives and best-practice opportunities.

- Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, knowledge, are encouraged to apply.
- Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
- Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
- Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
- Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
- Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
