Manager, Financial Systems And Governance

**You will be responsible for**: - Providing high level professional and strategic advice and recommendations to the CFO and service areas in relation to the Financial Internal Control Framework and compliance. Develop and manage the delivery of the annual CFO Statement of Assurance work plan to support the CFO Statement of Assurance as required by the Financial Accountability Act 2009. Develop and implement communication and training activities to support the Financial Internal Control Framework. Assessment, development and monitoring of effective system controls, inclusive of required risk mitigation and provision of advice related to system migration, replacement and improvements. Maintenance of the Finance information assets in accordance with the whole of department Information Security Management System (ISMS) framework. Management of the Finance risk register in accordance with the whole of department risk management framework. Lead the coordination of the whole of department material loss reporting in accordance with the Financial and Performance Management Standard 2019. Provide expert advice and input into the continuous improvement of the Financial Management Practice Manual and associated financial management and accounting policies and guidelines. Develop and maintain strong professional networks with key stakeholders conducive to the sharing of relevant financial information and advice on a range of issues.
To thrive in this role, you will need to demonstrate the following: - Demonstrated ability to analyse complex system and financial management issues. Proven experience in, and extensive knowledge of the development, implementation and maintenance of key strategic control frameworks, policies and processes to ensure that financial management, statutory, compliance and whole-of-Government requirements are met. Demonstrated ability to work under time pressures with drive, focus and energy to deliver professional advice and reporting that meets meet agreed outcomes. Well-developed communication skills, both oral and written, including proven consultation and negotiation skills. Ability to foster an environment that values performance, customer service, continuous improvement and innovation in the delivery of high-quality services. Demonstrated drive to continuously develop own technical knowledge and expertise.
- Due to recent machinery of government changes, this position will support the newly formed Department of Customer Services, Open Data and Small and Family Business (DCSODSFB). This position will be advertised under the former Department of Energy and Climate while establishment changes are finalised*
