**The Manager** role sits in the Energy, Climate Change and Sustainability (ECC&S) group of the DCCEEW. ECC&S focuses on some of the most significant issues facing our state including energy reliability, climate change and emissions reduction.

**Purpose of the role**
The team at ECCS Group is currently seeking to appoint an ambitious and experienced **Program Manager **to manage the design and delivery of an Industrial Decarbonisation Strategy for NSW. The strategy will lay out decarbonisation pathways and actions to create low-carbon industrial regions, which is a priority under the **NSW Net Zero Industry and Innovation program** in line with the State's net zero targets by 2050. The $1.05 billion Net Zero Industry and Innovation Program (NZIIP) is the cornerstone Program for industrial decarbonisation under the NSW Government's Net Zero Plan: 2020 to 2030.
You will be leading and supported by a small team (~6 staff) of passionate and driven staff focused on designing and delivering the strategy and associated actions. You will be working closely, and collaborating with, management teams across the ECCS group, State and Commonwealth government stakeholders, business partners and industrial businesses who share common objectives in the industrial decarbonisation space.
**Key responsibilities include**
Managers in these roles will:
- be highly people-oriented who can lead and develop high-performance teams and foster an ethos of excellence
- lead program/strategy design and development aligned to government policies and priorities, including preparing business cases and project plans, establishing appropriate governance, resourcing and reporting
- develop and manage ongoing complex relationships with key industry stakeholders and organisations, ensuring the program engages with stakeholders in a fair, transparent and equitable way
- support positive collaboration and partnerships with other programs, departments and agencies, establishing broader strategic initiatives aimed at accelerating industrial decarbonisation
- lead the preparation of responses and briefs to complex, controversial, and sensitive issues, recommend appropriate solutions and interventions and provide strategic, operational and technical advice and support to decision makers
- prepare complex reports, discussion papers, submissions and other written materials ensuring appropriate endorsements, compliance with time constraints and consistency with protocols and standards
- represent the organisation on a range of public forums, advocating the organisation's position on relevant issues, policies and programs.
- set the strategic direction and work plans for the program teams, enabling them to design and deliver projects aligned to program outcomes
- manage interdependencies and risks, reporting, budgets and continuous improvement activities to ensure outcomes are achieved on time, on budget, and to quality standards, delivering on program outcomes over time
- Manage end to end procurement strategies and contract management.
**About You**
We are looking for a Manager who has a the following experience:
- demonstrated experience in the design and delivery of programs and projects that require a high level of strategic insight managing complex operational processes with many touch points across the policy and business landscape.
- strong knowledge and working relationships with government and business stakeholders in the Hunter and ability to engage and influence industry stakeholders to achieve program outcomes.
- experience managing procurement and contract management related to professional services contracts
- solid track record in leading high performing multi-disciplinary team through a range of complex initiatives to achieve program deliverables.
**Essential Requirements**
- Extensive experience in planning, implementing, and managing complex projects to achieve priority objectives.
- Proven ability in influencing stakeholders to take action and deliver agreed outcomes
