Construction Lead

The Barrow Island (BWI) Construction Management owners' team will consist of approximately 25 to 30 people, forming a key delivery component of the Jansz-Io Compression (J-IC) Project through execution of the new and upgraded onshore facilities on Barrow Island.

The team completed a successful FEED and shrank during the assurance and pre-FID period. It is now bringing in new members to support completion of detailed design and procurement, execution contracts award, site mobilisation, and execution.

Position Description / Scope of Work

As the Barrow Island (BWI) Construction Lead for the Jansz-Io Compression (J-IC) Project, you will be in an on-site back-to-back role responsible for management and safety leadership, during construction and pre-commissioning, of the new and upgraded onshore facilities on BWI.

The BWI Construction Lead will plan and execute the Jansz-Io Compression (JIC) Project onshore construction and major modifications of the facilities, establish construction procedures, methods, costs, and schedules, and work closely with other functions to ensure the project is completed safely, timely, cost effectively, and of desired quality. The role will manage the J-IC implementation contractors onsite, acting as the primary interface with operations and existing Barrow Island works.

The role will be Perth based for approximately 6 months providing support and project familiarisation prior to site mobilisation for the remainder of the duration.

The BWI construction activities include:

- new horizontal directionally drilled (HDD) shore crossings
- new 13km cross-island trenching and new buried HV power transmission and fibre optic communications cables installation
- installation of new high voltage (HV) and medium voltage (MV) substations, switchgear, transformers, an essential diesel generator, and other packaged equipment.

Duties & Responsibilities prior to site mobilisation (Perth based):

- Familiarisation with the J-IC Project in general, the BWI execution scope, engineering design and procurement status, and execution schedule basis, activities, logic and interfaces.
- Input to Safety in Design, constructability, and opportunities to improve construction execution safety and productivity through design phase.
- Review the project Construction Execution Plan.
- Facilitate implementation contractor pre-mobilisation execution readiness reviews.
- Attend site visits and site inspections on BWI and at fabricator and vendor premises, if opportunity available.

Duties & Responsibilities onsite (after mobilisation to Barrow Island):

- Responsible for overall delivery performance of the J-IC Project BWI facilities in accordance with the project schedule and budget.
- Provide onsite visible safety leadership to the project owners team, the implementation contractors, vendor representatives and other specialists, and through interface to the base business and operating assets.
- Lead the project owner's team construction and pre-commissioning organisation, including the implementation contractors, to complete site set-up and temporary facilities, construction execution and completion, and pre-commissioning, achieving Ready for Commissioning (RFC) milestones and handover to the Project Commissioning and Start-Up (CSU) team.
- Develop the project owner's team construction and pre-commissioning organisation cohesion and capability, as an integrated team of Engineering Construction Management contractor personnel.
- Provide progress measurement and reporting to BWI Delivery team, and the wider J-IC Project.
- Provide execution performance and productivity management of the implementation contractors, including use of KPIs such as productivity factor (PF) and schedule performance index (SPI), constraint measurement and analysis, commodity-based measurement, and other similar methods.
- Lead regular execution phase interface meetings such as daily pre-starts, and daily and weekly progress meetings with each implementation contractor, as well as support weekly and monthly project management meetings with each implementation contractor.
- Support interface management with execution contractors, asset operations and maintenance teams, and other capital projects on Barrow Island.
- Lead execution with a system completion mindset, through effective construction completion, walkdown & punch-listing, pre-commissioning, and handover to commissioning.
- In association with the Perth-based BWI Delivery team, expedites all necessary design and/or engineering solutions and responses, procurement, quality performance, systems completion, and the like to facilitate the effective transition and compliance of the works to the commissioning phase.

Qualifications & Requirements:

- Minimum 15 years' working construction experience within Oil & Gas, or similar industry, required.
- Trade qualification, construction management formal training, or suitable Degree or equivalent
- Previous experience with execution
