**The role**:
The purpose of the Land Development Officer, is to assess South East Water's servicing and financial requirements for the connection of new developments and meet the growth demands in South East Waters licence area. The role requires working collaboratively through a contractual agreement with land developers, engineering consultants, civil contractors, councils and other authorities to deliver, in accordance with our strategic planning the installation of assets
Key accountabilities will be;
- Provide preliminary servicing advice for development proposals.
- Prepare and authorise Statutory Referrals
- Prepare and manage Development Agreements (Contracts) for the installation of assets.
- Evaluate construction tenders, tender variations.
- Recommend SE Water expenditure in accordance with SE Water's Land Development Policies and Pricing Manual
- Assess alternative and innovative servicing options for new developments.
- Assess the performance of accredited consultants to inform SE Water's Performance and Accreditation regime.
- Liaise with Customer Service Delivery to resolve complex operational issues.
- Conduct meetings with developers, engineering consultants, surveyors, builders, local councils and other authorities
- Collaborate with internal teams on matters including but not limited to legal, billing, metering and design construction of SE Water assets.
- Assist in the enhancement of PropertyConnect
- Assist in the identification and development of existing Land Development processes to enable procedures.
**Who are you?**:
To be successful in this position, you will need experience in a similar role, along with ;
- Understanding of the role in the community the land and / or property development industry
- Knowledge of the Water Act, Planning and Environment Act, Subdivision Act, ISO 9001 Standards and Standards contained within the Melbourne Retail Water Agencies Water and Sewerage Codes
- Knowledge of the design or construction of water and sewerage facilities
- Knowledge of hydraulic principles
- Sound analytical and computer skills including word processing, spreadsheets and other work related databases
- High level of negotiation skills to resolve complex servicing and financial requirements
- Able to understand technical matters and learn new technical skills
- Customer focus
- Excellent communication skills both written and verbal
- Ability to determine and manage multiple tasks based on assessment of priorities and stakeholder needs
