About us
The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
The Market Housing team advises the Government on opportunities to improve the accessibility and sustainability of Victoria's housing market, through best practice policy development and delivery.
This team is responsible for the successful $500 million Victorian Homebuyer Fund, a shared equity scheme whereby the Government co-invests with participants in residential property, in exchange for an equivalent equity share. The Government delivers this scheme in partnership with a range of external partners.
About the role
Our Market Housing team has multiple, exciting opportunities for VPS4 Policy Advisers and Project Officers to join the team on an ongoing and fixed term basis.
You will play a critical role supporting the Market Housing team's strategic and policy agenda to improve the accessibility, affordability and sustainability of Victoria's housing market, your main responsibilities include:
- Support complex research tasks and strategic policy proposals to improve the housing market or Victoria's economic performance more broadly, which may involve legislative reforms, new policies/strategies, new pilot projects and/or partnerships with industry or other governments.
- Support the delivery, management and continuous improvement of the Victorian Homebuyer Fund, including its evolution and work with key delivery partners, and other market housing policies/projects developed and/or delivered by the team.
- Communicate with, negotiate and influence internal and external stakeholders.
- Support core government business, which includes preparing executive briefings, correspondence, reports, presentations and meeting papers that are that are timely, accurate and fit-for-purpose.

To be considered for the role, you must be able to demonstrate:
- Clear communication: experience delivering professional, high-quality reports and advice, both verbally and in writing, including demonstrated attention-to-detail and the ability to convey complex issues clearly, persuasively and using plain language.
- Conceptual and problem-solving skills: demonstrated ability to identify issues of strategic importance to the project/team, develop an evidence base, prepare comprehensive and strategic options analyses, and find creative solutions to complex problems. Experience in policy development and advice would be advantageous.
- Analytical skills: an eye for detail and ability to interpret and synthesise information, including using data in Excel to understand an issue. A higher level of technical ability, such as familiarity using R or Stata to analyse and interpret data, would be advantageous.
- Teamwork and positive attitude: collaborates with others in the pursuit of common goals and demonstrated adaptability in response to changing priorities, openness to feedback, willingness to learn new skills and support others learning, and positive approach to work.
- Responsiveness: experience in providing timely and fit-for purpose advice and products for key stakeholders.
