Our client, a large complex state government department, are currently seeking a Business Transformation Program Director an initial 12+ month contract.
The Program
Infrastructure Services Division (ISD) of this department is responsible for providing infrastructure (built)related services by effectively managing the Department's asset base and annual capital works delivery program. Since 2014–15, the ISD Infrastructure Investment Portfolio has more than doubled to over $2 billion annually, along with a large asset base of over $40 billion with infrastructure renewal demands due to assets ageing and deteriorating.
A number of key business transformation initiatives are now underway to improve infrastructure management practices, with the Portfolio and Financial Management Improvement (PFMI) Program being one the largest initiatives currently in-flight.
As the Program Director, you are ultimately accountable for the successful delivery of the PFMI Program.
- Provide clear strategic direction and leadership for the program.
- Ensure the program's objectives, scope and deliverables are aligned with ISD's strategic objectives.
- Ensure the program's objectives, scope and deliverables are clearly understood and effectively communicated across all levels of ISD.
- Maintain a deep understanding of the program's content, subject matter and technical aspects to provide informed guidance and decision-making.
- Actively engage with staff in the program's teams to understand challenges, risks and opportunities, along with providing hands-on support where necessary.
- Serve as the primary point of contact for the ISD's senior executives, providing regular updates, insights and recommendations on program progress and challenges.
- Build and maintain strong relationships with key stakeholders, including internal ISD teams and key stakeholders across the Department, to ensure program success.
- Foster effective communication and collaboration across all of the program's teams, staff leading other related business transformation initiatives and stakeholders, ensuring transparency and alignment.
- Drive the development and implementation of change management strategies to ensure successful adoption of program outcomes.
- Ensure collaboration with business units to ensure organisational readiness for change, including training, communication and stakeholder engagement.
- Oversee the planning, execution and delivery of the multiple interrelated projects within the program, ensuring they are managed cohesively and effectively.
- Ensure the program's delivery approach is tailored to meet the specific needs of the ISD and its stakeholders.
- Ensure interdependencies with other business transformation initiatives are effectively managed.
- Maintain robust program governance structures, including Program/Project Board meetings and reporting mechanisms, in line with requirements of ISD' Transformation Management Office.
- Monitor and evaluate program performance, ensuring timely delivery of milestones and adherence to budget and timelines.
- Identify, assess, and manage program risks and issues, ensuring appropriate mitigation strategies are in place and communicated to stakeholders.
- Proactively address challenges and obstacles, ensuring minimal disruption to program delivery.
- Ensure the program budget is effectively managed, maintaining focus on efficient allocation of resources and value for money.
- Monitor financial performance and ensure the program operates within approved financial parameters.
- Lead, mentor and inspire a high-performing program team, fostering a culture of collaboration and accountability.
- Ensure the program team has the necessary skills, resources and support to deliver on program objectives.
Skills and experience required
- Whilst not mandatory, the related qualifications would be highly regarded, such as: infrastructure management, portfolio/program/project management, business management or financial management.
- Senior leadership in large and complex organisations, with experience in or working with public sector organisations being an advantage.
- Infrastructure management practices and infrastructure business operations, with experience in infrastructure portfolio/program/program management and/or capital financial management being highly desirable.
- Leading business transformation/improvement programs or projects for large/complex organisations.
