About the Role:
The Senior Commercial Manager plays a pivotal role in leading commercial workstreams across major transport infrastructure bids in Victoria. This position provides high-level commercial, contractual, and legal expertise to develop commercially robust and competitive bid responses that align with RATP Dev's governance standards and strategic objectives.
You will:
- Lead the development of commercial strategies, pricing frameworks, and contractual solutions for complex transport bids, including PPPs and franchise opportunities.
- Oversee governance and compliance activities throughout the bid lifecycle, ensuring adherence to both internal policies and Victorian procurement frameworks.
- Manage commercial deliverables including financial modelling inputs, partner and subcontractor agreements, and risk and opportunity assessments.
- Interface with technical and financial teams to develop integrated commercial positions that balance risk and value.
- Support negotiations with clients, consortium partners, and subcontractors to secure favourable commercial outcomes.
- Contribute to mobilisation and transition phases, ensuring seamless handover of commercial deliverables to operational teams.
- Mentor and develop junior commercial staff while promoting a collaborative, solutions-driven team culture.
About You:
You are an experienced commercial leader with deep expertise in developing and negotiating commercial frameworks for large-scale infrastructure projects. You thrive in complex, fast-paced bid environments and bring a strong understanding of Victorian transport delivery models.
To be successful in this role, you will have:
- 10–15 years' experience leading commercial or legal workstreams across major infrastructure bids and projects.
- A proven ability to shape commercial strategy, negotiate high-value contracts, and deliver risk-balanced commercial outcomes.
- Strong stakeholder management and influencing skills, with the ability to engage confidently across government and consortium environments.
- Sound understanding of procurement models including PPP, Alliance, and Franchise frameworks.
- Tertiary qualifications in Law, Commerce, or Quantity Surveying (a Legal Practising Certificate in Victoria highly regarded).
- A collaborative and pragmatic approach, with the ability to guide teams, mentor others, and contribute to a high-performing commercial culture.
