The Victorian Government Solicitor's Office (VGSO) serves the rule of law exclusively for the State.

About the branch
Led by the Chief Operating Officer (COO), the Corporate Services branch plays a crucial role in enabling VGSO's overall success by providing essential support and strategic guidance to enhance operational efficiency and effectiveness. Balancing an appreciation of the complexities and nuances of the public sector, along with the requirements of operating in a competitive legal services environment, the branch delivers proactive, effective and efficient services to VGSO's internal and external clients.
Through its work, the Corporate Services branch fosters a cohesive and supportive environment that encourages innovation, continuous improvement, and a client-centric approach.
Functionally, the following business areas are included within the Corporate Services branch:

About the role
As our Head of Financial Planning and Analysis, you will play a pivotal role in driving VGSO's commercial rhythm and securing our long-term financial sustainability.
Reporting directly to the COO and as a key member of the Corporate Services Leadership Team, you'll act as the Executive Leadership Team's trusted finance partner. In this role, you'll set budgeting and investment priorities, shape pricing and matter economics, and champion a proactive, service-oriented business partnering model.
This is a dynamic role where your analytical acumen and leadership will modernise billing, forecasting, and performance reporting. You'll be instrumental in evolving how we operate, ensuring
VGSO remains future-focused and financially strong in a purpose-driven public sector environment.
You will:
- Lead the delivery of advanced financial analysis to uncover trends, risks, and opportunities to drive cost optimisation, & operational efficiency, through timely, plain-English reporting and practical advice to each branch within the VGSO.
- Support strategic initiatives by delivering commercial input and value-creation analysis.
- Implement and maintain controls for WIP, AR, revenue recognition and project provisioning.
- Build and maintain robust forecast and monthly reporting models for the business, that inform ELT decision-making.
- Drive continuous improvement by influencing and automating financial processes and systems, and uplifting data quality in Elite 3E, Cosine and Oracle.
Skills and experience
We are looking for a strategic and collaborative finance leader who brings:
- A professional qualification as a Certified Practicing Accountant (CPA) or Chartered Accountant (CA) or equivalent is essential.
- Strategic business acumen, with the ability to look beyond the numbers and connect financial insights to organisational strategy.
- A strong track record of delivering strategic financial planning, budgeting and analysis that informs executive decision-making.
- Expertise in financial modelling, forecasting and building performance reporting/dashboards reports, using Power BI.
- Proven experience in leading transformation, uplifting finance teams to deliver proactive business partnering and modern, efficient processes.
- Exceptional leadership and people management skills, with the ability to build trust, develop teams and foster a positive workplace culture.
- Highly developed communication and stakeholder management skills, particularly with senior executives.
- Detailed working knowledge of Oracle finance system is highly desirable.
