About the role:

The Principal Functional Technical Lead provides essential leadership across functional and technical domains, assisting the CareSync & UPI Application Manager as the primary conduit between the department, solution vendors, and participating health services. The role ensures that the CareSync Exchange application and supporting Azure platform are functioning securely and efficiently, and that the platform remains clinically safe, interoperable, and scalable. The CareSync Exchange program will support more connected care and better patient outcomes across Victorian Public health services.

About you:

You will be required to demonstrate the following:

  • Lead and deliver change management activities in alignment with Health Technology Services and departmental policies and processes.
  • Chair technical review meetings and oversee the maintenance of technical documentation.
  • Conduct quality assurance reviews and develop policies to ensure compliance with standards and best practices.
  • Contribute to application lifecycle roadmaps and drive continuous improvement initiatives.
  • Provide support for incident and problem management, including identifying opportunities to enhance service delivery and system performance.
  • Collaborate closely with infrastructure, security, vendors, project teams, and business stakeholders to ensure cohesive and integrated delivery.
  • Participate in project and operational meetings, working groups, advisory forums, and other relevant engagements as required.

Qualifications / Specialist Expertise

Qualifications

  • A tertiary qualification with a significant ICT component, or an equivalent discipline, is desirable but not mandatory.
  • ITIL Service Management Certification is desirable but not mandatory.

Specialist Expertise

  • Extensive experience in leading and coordinating change management processes within complex health IT environments.
  • Advanced knowledge of Azure platform services, including integration, security, and cloud-native architecture.
  • Demonstrated capability in troubleshooting and resolving complex system and integration issues across multi-tiered environments.
  • Experience in developing and enforcing governance frameworks, including documentation standards and compliance policies.
  • Expertise in incident and problem management, including root cause analysis and service improvement planning.
  • Knowledge of health sector operations, including clinical workflows, data governance, and digital health initiatives.
