Join Our People and Culture Team - Payroll Officer

We're looking for a detail-oriented team player to join our friendly and supportive People and Culture team. This is a great opportunity to be part of your local council and make a real difference in your community.

In this role, you'll be responsible for end-to-end payroll processing, reporting, and ensuring compliance with payroll, taxation, and superannuation legislation. You'll also provide administrative support and deliver excellent customer service to both internal colleagues and external stakeholders such as the ATO, superannuation providers, and our payroll system account manager.

About this opportunity

The Payroll Officer will support in the delivery of a full range of payroll activities and is the first point of contact for payroll related queries. You will also be involved in People & Culture projects and initiatives aimed at enhancing the employee experience.

Responsibilities will include:

  • Coordinating and administering the recruitment & selection, onboarding and off boarding.
  • End-to-end payroll processing in accordance with Enterprise Bargaining Agreement entitlements and conditions, payroll taxation legislation and superannuation legislation.
  • Process leave applications, payment of deductions, salary sacrifice requests, back pays, amendments including overpayments and salary changes approved by management.
  • Respond to payroll enquiries in a timely manner, and provide payroll related advice to Managers and employees.
  • Work with member of the HR team to accurately interpret and apply the Enterprise Agreement requirements.
  • Manage and participate in processing of regular and miscellaneous pays for all employees including Superannuation and Tax items.
  • Administration of payroll database, employee set up and termination and associated records including calculation of all leave types including long service leave, redundancy and termination payments.
  • Annual reconciliation of payroll and all necessary end of year reporting.
  • Coordinate leave transfers between Councils and other qualifying organisations.
  • Maintain up-to-date payroll information and forms on the Intranet for all employees.
  • Maintain Councils employee organisational hierarchy structure ensuring all positions are correctly recorded.
  • Auditing of superannuation payments, allowances, taxation to ensure compliant outcomes.
  • Auditing of the payroll system to ensure data integrity and resolving any discrepancies including the review of leave accruals.
  • Collaborate with HR Officer to ensure that all necessary processes and procedures, forms and paperwork are completed prior to an employee record being created.
  • Ensure all new staff are provided with an appropriate induction regarding payroll practises, processes and requirements.
  • Provide support in the HR team during periods of leave.
  • Identify efficiencies with payroll and HR processes and research with other organisations.
  • Develop, maintain and review payroll policies, procedures and practices designed to provide reasonable assurances that the payroll objectives are achieved.
  • Maintain the absolute strictest confidentiality of personal and sensitive information, and in accordance with the relevant privacy and record keeping legislation.

  • Strong problem-solving skills, flexible and adaptable; resilient and perseveres in challenging and ambiguous situations with multiple competing priorities.
  • Intermediate to advanced Microsoft Office skills with an ability to use technology to facilitate better processes and practices.
  • Whilst not essential, but desirable, applicants with some exposure to Civica payroll systems – Authority or Altitude would be beneficial.
