About Canberra Deep Space Communication Complex (CDSCC)
Under an Agreement between the Australian and United States Governments, CSIRO has management responsibility for the activities of the National Aeronautics and Space Administration (NASA) in Australia. The principal activity is the operation of the Canberra Deep Space Communication Complex (CDSCC) located at Tidbinbilla, some 40 km from Canberra. CDSCC supports ground-based telecommunications with space craft as part of the international NASA Deep Space Network (DSN), under contractual arrangements between NASA and the CSIRO. CDSCC is one of three similar complexes, the other two being based in Madrid (Spain) and Goldstone, California (USA), that together with the Network Operations Control Centre at the Jet Propulsion Laboratory (JPL) – based in the US - constitute NASA's global DSN. The opportunity
CSIRO is seeking a Culture Project Manager who will act as a trusted advisor, coach, and culture champion, facilitating open communication and collaboration to support an inclusive and productive culture. You will lead initiatives to identify key influencing factors, enhance engagement, and foster shared responsibility among staff and leaders, while recognising CDSCC as a unique workplace.
This role requires a skilled influencer who can engage staff at all levels, facilitate collaboration, and champion an inclusive, positive workplace. You will work closely with the Human Resources Business Partner and Organisational Development Team to leverage existing programs while delivering culture initiatives tailored to the unique environment of the Canberra Deep Space Communication Complex.
Your high-level duties will include:
- Drive culture initiatives to strengthen engagement and collaboration.
- Partner with leaders and staff to define and embed the desired workplace culture.
- Design and implement strategies, workshops, and activities to promote shared responsibility.
- Coach leaders to build capability in culture-focused practices.
- Monitor and report on culture progress, using insights to inform improvements.
- Identify and overcome barriers to foster a positive, inclusive workplace.
- Collaborate with HR and Organisational Development to align initiatives with organisational goals.
- Uphold CSIRO's values, diversity, and workplace policies.
Role particulars
Location: Site based role at Canberra Deep Space Communication Complex, Tidbinbilla, ACT.
Salary: AU$131k – AU$153k per annum (pro rata for part-time), plus 15.4% superannuation
Tenure & work schedule:
Specified term of 12 months, full-time (or part-time minimum 0.6 full-time equivalent). We will explore options for part-time and flexible work arrangements based on needs of the role and individual circumstances.

As the successful candidate, you will bring:
Essential criteria
Relevant bachelor's degree or equivalent relevant work experience in change management, organisational development, psychology or human resources.
Proven experience in culture change management, employee engagement, and/or organisational development roles.
Strong interpersonal communication and influencing skills with the ability to engage stakeholders at all levels.
Demonstrated ability to design and implement culture or engagement initiatives with measurable outcomes.
Analytical mindset with experience in interpreting employee survey data and culture metrics.
Collaborative and empathetic approach, skilled in building trust and motivating teams.
Desirable
Experience working in diverse and complex organisational environments.
Formal change management accreditation
