The Norfolk Island and Mainland Territories Branch is responsible for the social and economic well-being of approximately 2000 people who live on Norfolk Island. This includes the responsible management of Australian Government assets and ensuring residents have access to services comparable to those in regional communities on mainland Australia and other external Australian territories.
The Branch is looking for a motivated, reliable and experienced person to work on Norfolk Island as Administration and Finance Officer to support the Community Assets team oversee maintenance and capital work for:
- Norfolk Island Central School;
- Norfolk Island Police Station;
- Kingston and Cascade Piers;
- Norfolk Island Health and Residential Aged Care Service (NIHRACS); and the
- Selwyn, Cascade, and Nepean Reserves.
To be successful in the role, you will need
- Assist in the preparation and management of contracts for the maintenance of Australian Government assets on Norfolk Island.
- Maintain productive working relationships with a range of internal and external stakeholders to respond to needs, manage expectations, develop solutions and solve problems.
- Have a sound understanding of workplace health and safety legislation and its application to the building and construction industry
- Use systems to provide high quality and timely reports on the progress of projects
What will you do?
To be successful in the role, you will need to:
- Under general supervision from the Director or Assistant Director undertake various administrative and finance tasks relating to the procurement of service delivery contracts and capital investment projects
- Assist in the engagement and management of external contractors and specialist advisers to ensure successful project delivery
- Assist in the provision of financial reporting to the Territories Division
- Review contract documentation and assist in contract negotiations and final contract execution
- Conduct procurements using Department templates and/or Commonwealth templates – preparation of documents such as the procurement plan, evaluation plan, request for tender and evaluation report, conduct of market research, liaison with suppliers, evaluate responses, prepare and execute contract documents
- Perform contract management responsibilities – payment/processing of invoices, assessment and management of variations, monitoring of milestones, review and approval of deliverables and reporting
- Assist with the management of assets and property including sourcing suppliers, managing budgets and record keeping
- Foster relationships with a range of internal and external stakeholders;
Who are we looking for?
As a Finance and Administration Officer you will be self-motivated and able to meet deadlines. You will work closely with the Assistant Director and Director within a small team based on Norfolk Island. You will demonstrate the personal qualities and interpersonal skills necessary to perform in a remote location on Norfolk Island. Knowledge of Australian Government procurement processes and administrative procedures is desirable.
The successful candidate will have the ability to perform the duties of the position in accordance with APS values, APS Employment Principles and Code of Conduct, details of which can be found on the APSC website.
The successful candidate will demonstrate a sound understanding of the importance of providing on-Island representation for the Department of Infrastructure, Transport, Regional Development, Communications, Sports and the Arts and the ability to build productive and collaborative working relationships with internal and external stakeholders and the community.
You will also demonstrate, or have the potential to develop, the following:
- Effective stakeholder engagement skills including the ability to collaborate in a high-pressure environment and build and maintain productive working partnerships
- Effective project and financial administrative skills with sound decision making and judgement
- Flexibility with the ability to adapt to change including managing competing and changing priorities, demonstrating resilience and dealing with ambiguity without losing focus on delivery
- Effective project and contract management experience in the successful delivery of capital projects
- Proven communication skills, both written and verbal, liaison and interpersonal skills, to clearly articulate messages across a broad range of stakeholders
- The ability to manage your workload and work independently, applying initiative and judgement in the application of project procedures
- Proven knowledge and experience of Australian Government procurement processes including the Commonwealth Procurement Rules
- Strong knowledge and understanding of the sensitivities of the unique Norfolk Island culture and community

Eligibility requirements
Employment with the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:
- Citizenship: candidates must be an Australian citizen at the time of submitting your application.
- Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the department's preferred medical provider.
- Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline clearance level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances. - Police check: The successful candidate must satisfactory complete an Australian Federal Police criminal history check.
