Titles Queensland manages the land and water titles registries for Queensland and are the trusted experts in maintaining the reliability and integrity of one of our state's most significant registers of information, protecting people's most valuable assets.

With over 750,000 lodgements and 2.7 million searches of land and water titles registry dealings each year, our services are fundamental to the investment in Queensland and safeguarding records for property owners and interest holders across our past, present and future.

In June 2021, the Queensland Government announced the titles registry services would transfer to the Queensland Future Fund, enabled by the Queensland Future Fund (Titles Registry) Act 2021. The corporate entity of Titles Queensland was established at this time and continues to offer the same products and services to our many customers and stakeholders maintaining a firm commitment to service excellence and accuracy.

The Quality Assurance (QA) Manager within Titles Queensland Operations is responsible for providing leadership and specialised expertise in quality assurance across all operational functions to ensure the highest standards of titling examination and registration processes. This role is responsible for designing, implementing, and continuously enhancing comprehensive quality frameworks that maintain the integrity of the Titles Register while supporting Titles Queensland's digital transformation and operational excellence objectives.

The QA Manager will serve as the expert on quality standards, leading complex quality improvement initiatives, conducting both strategic and detailed analyses of operational performance, and providing strategic guidance to management and operational teams on matters related to quality. Whilst working with direct reports, the QA Manager will also exercise significant influence across the organisation through their own specialised knowledge and ability to drive quality improvements that enhance service delivery, ensure regulatory compliance, and support a continuous improvement culture.

The QA Manager is responsible for reporting on operational excellence and corrections to the Titles Register; as well as overseeing regular compliance reviews over examination.

The QA Manager role is critical to maintaining public confidence in the Titles Register, ensuring adherence to legislative requirements, and positioning Titles Queensland as a leader in quality titling operations during a period of significant organisational change and digital advancement.

Key Duties:

Quality Leadership

Lead quality assurance at Titles Queensland by providing expertise, championing quality culture across the organisation, designing and implementing comprehensive QA strategies and frameworks, developing quality standards to ensure regulatory requirements, best practices and continuous improvement.

Advanced Quality Assessment and Analysis

Lead comprehensive quality reviews conducting sophisticated data analytics and develop predictive quality models to inform evidence-based improvement strategies, ensure legislative requirements, mitigate quality challenges and contribute to optimisation and operational excellence initiatives.

Quality Framework Development and Implementation

Build the Quality Assurance function by creating and documenting innovative quality methodologies, assessment tools, and monitoring systems that adapt to evolving operational requirements and digital transformation initiatives. This role is required to work collaboratively with the Risk and Compliance team to ensure that Operations quality framework aligns with the Group risk framework, and Learning & Development to support quality training programs and capability across the business.

Stakeholder Engagement and Influence

Build strategic relationships both internally and externally including regulatory bodies on quality matters. Provide expert consultation to stakeholders on quality-related decisions, risk assessments and improvement initiatives in a collaborative manner. This role is required to represent Titles Queensland in industry forums and professional networks related to quality assurance and operational excellence

Innovation and Continuous Improvement

Stay up to date on emerging trends in quality assurance methodologies and technologies, evaluating their applicability to titling operations. Lead innovation in quality processes, leveraging digital technologies and data analytics to enhance quality monitoring and assessment capacities. Drive continuous improvement initiatives that optimise quality outcomes while supporting operational efficiency and customer experience.

What we are looking for from our candidates:

  • Experience in land titles registry operations or similar regulatory environment with deep operational knowledge
  • Advanced analytical skills with demonstrated experience in statistical analysis, data modelling and the ability to translate complex findings into strategic recommendations
  • Exceptional communication and influencing skills with proven ability to engage with senior stakeholders, drive organisational change, and build quality culture across diverse teams
  • Excellent leadership skills with demonstrated ability to guide and support teams through change
  • Commitment to learning and applying best practice quality frameworks
  • Ability to drive a psychosocially supportive culture of quality across a highly technical and accuracy driven environment
  • Demonstrated leadership in quality improvement initiatives with experience driving transformational change without direct authority through expertise and influence
  • Demonstrated ability to assess and report on return on investment
  • Demonstrated ability to work autonomously while maintaining alignment with organisational objectives and priorities
  • Adaptability and resilience with proven ability to navigate changing priorities.
