Primary objective

Provide high level policy advice and support, lead and contribute to complex research and analysis in relation to the development,

coordination, implementation and evaluation of policies and activities that are culturally appropriate to support and deliver on sound

decision-making.

Context statement

Cultural Reform provides expertise across the NT Police Force to support proactive and inclusive engagement that is culturally appropriate,

partnering with community, and driving policy, procedures and structural reform.

Key duties and responsibilities

1. Lead the development and implementation of strategic priorities, focusing on research and identifying policy issues, particularly

relevant to Aboriginal employment and cultural reform.

2. Lead research and analysis, develop solutions, and expert advice on complex and politically sensitive issues.

3. Conduct policy consultations, monitor and review existing policies, and coordinate the development and implementation of new

policies.

4. Communicate effectively both orally and in writing and prepare and present a range of policy cabinet submissions, ministerial, briefing

papers, reports and other correspondence.

5. Cultivate and maintain strong relationships with both internal and external stakeholders and promote positive workplace culture

through exemplary leadership practices and role modelling behaviour.

6. Lead the development, delivery, and evaluation of training programs, driving continuous improvement and enhancing organisational

capabilities.

Selection criteria

Essential

1. Proven experience in strategic project governance, policy development, and management. Skilled in applying project management

methodologies and conducting data analysis aligned with monitoring and evaluation frameworks to inform decision-making, drive

change by leveraging evidence-based acumens and achieve program outcomes.

  1. Highly developed conceptual, analytical and research with a demonstrated ability to interpret, critically evaluate quantitative and

qualitative data, and provide clear, informed evidence based and recommendations for Executive and senior management.

  1. Demonstrated effective project management and organisational skills with the ability to work with a high level of autonomy,

accountability, and flexibility while navigating work practice changes and shifting priorities to meet critical timeframes.

  1. Demonstrated high-level interpersonal skills, including negotiation, collaborative skills, sound oral and written communication skills,

with the ability to prepare succinct high-level correspondence and interact effectively with people of various professional levels and

from diverse cultures.

  1. Demonstrated experience developing, delivering and evaluating training programs and leading continuous improvement.
  2. Sound political acumen, confidentiality and diplomacy skills while maintaining the highest standards of ethics and accountability.
  3. Proven experience and knowledge in working with traumatised individuals and communities and extensive experience working with

key stakeholders in the criminal justice arena.

  1. Ability to fly in small aircraft for short period stays in remote communities.

Desirable

1. Tertiary qualification in a relevant field.

2. Understanding of the role and functions of the NTPF with to respect cultural reform and Aboriginal employment.

3. Extensive experience in community development and community engagement with Aboriginal Territorians.
