The Senior Manager Rail Access leads and monitors the development and implementation of TAM's rail access agreement obligations relating to third party and government rail operators. The role also focuses on the improved operation of freight rail on the NSW Metropolitan Rail Network and Country Regional Network. 

In this role, you'll:

  • Manage and perform rail access administration and contract management consistent with the requirements of the NSW Rail Access Undertaking and individual rail operator access agreements.
  • As part of the project to establish a new Standard Track Access Agreement, support the review, development, implementation, and negotiation of new track access agreements on the NSW Metropolitan Rail Network and Country Regional Network to drive improved freight rail access.
  • Lead the review, development, and implementation of operations protocols to drive consistency and improvements across the NSW Metropolitan Rail Network and Country Regional Network.
  • Manage and continually improve rail access agreements and provide assurance that rail access agreements meet requirements and comply with fee schedules.

This role is based in Sydney however flexible working conditions can be considered for regional applicants. Weekly Sydney travel would be required for this role.

About you

  • You will have a background in regulation, undertaking new track access agreements to operationally and commercially improve the way we move freight and passengers throughout NSW.
  • You are customer centric with a strong operational knowledge of rail and infrastructure. You want to take this opportunity to make real improvements for our partners and in doing so the people of NSW.
  • Your previous experience will equip you with the ability to provide technical and operational advice on rail access matters.
  • You are able to address complex queries, facilitate communication and support resolutions of access related issues and disputes across all rail operators.
  • You will be able to develop key metrics to monitor outcomes including key performance indicators to drive improved transportation efficiencies
  • You'll have adept experience in compliance and process improvements ideally with a rail access focus and can identify opportunities for alignment and multi-modal freight improvements.
  • An excellent communicator both written and verbal with the ability to balance the needs of multiple stakeholders
  • You will champion a live safety-first culture and thrive in a highly regulated operational environment.
  • Demonstrated solid commercial acumen and performance-related analytical experience, and stakeholder management. 
  • Demonstrated experience in above and/or below rail access management. 
  • Demonstrated experience in process improvement through the development of technology-based solutions.
  • Tertiary qualifications or demonstrated, relevant, equivalent professional experience.
