You're ready to play an essential role by providing strategic leadership, oversight and monitoring of the development and implementation of TAMs (Transport Asset Management) NSW rail access framework, for government and private third party rail operators.

You will lead the end-to-end design, negotiation, and delivery of the new NSW Rail Access Undertaking, ensuring regulatory, legal, and economic instruments are fully reformed to support Transport for NSW Freight Policy Reform for optimising NSW's freight networks.

In this role, you will:

  • Play a pivotal role in NSW rail reform – Contribute to a once-in-a-career opportunity by operationalising policy, influencing systemic change, and delivering outcomes for both customers and the broader community.
  • Lead two NSW significant access reform initiatives – Oversee the development and implementation of the new NSW Rail Access Undertaking and drive the successful delivery of new Standard Track Access Agreements (STAA).
  • Provide strategic and technical expertise – Advise on and support the delivery of TAM's rail track access obligations, working with both third-party and government rail operators.
  • Ensure a unified approach to rail access – Collaborate across internal teams and with external stakeholders to build a consistent, fit-for-purpose access framework.
  • Deliver access agreements across diverse networks – Lead the development and implementation of a new STAA across the Metropolitan and Country Regional Networks.
  • Shape commercial and operational protocols – Design and implement new access protocols and commercial frameworks in close collaboration with Transport for NSW.

  • Enjoy flexibility with purpose – While the role is based in Sydney, flexible work arrangements are available for regional applicants. Regular (weekly) travel to Sydney will be required.

This role is based in Sydney however flexible working conditions can be considered for regional applicants. Weekly Sydney travel would be required for this role.

About you

You bring a strong background in regulatory environments and a proven track record in negotiating and implementing track access agreements that drive both operational and commercial improvements across freight and passenger rail networks.

Your experience equips you to:

  • Provide informed technical and operational advice on rail access and freight matters
  • Address complex access-related queries and disputes
  • Facilitate communication across a diverse range of internal and external stakeholders
  • Support resolutions that balance commercial, regulatory, and operational priorities
  • You're a confident communicator - both written and verbal - with the ability to manage competing interests and build consensus in a complex, multi-operator environment.
  • You thrive in highly regulated, safety-critical settings, and are a strong advocate for a live safety-first culture. 

Your Capabilities & Experience

  • Demonstrated commercial acumen with ability to navigate complex stakeholder landscapes, and foster alignment across diverse interests through strategic communication, data-driven analysis, and a collaborative approach that drives impactful outcomes
  • Proven experience in regulatory frameworks, pricing and rail access management
  • Track record of process improvement, particularly through technology-enabled solutions
  • Tertiary qualifications in a relevant discipline or equivalent, demonstrated professional experience
  • You will champion a live safety-first culture and thrive in a highly regulated operational environment.
  • Demonstrated experience in above and/or below rail access management.
