Transport Service is a Group within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.
Job description:About the Role
The role monitors the day-to-day operational performance of transport operators and ensures effective coordination and communication during both planned and unplanned incidents and events that occur on the road and public transport network. As an Operational Response Duty Officer, this role is responsible for overseeing real-time network operations, identifying emerging issues, and implementing response strategies to minimise disruptions and ensure service continuity. The position plays a critical role in communicating incidents, coordinating with emergency services, and providing timely information to stakeholders to support an integrated transport response. This role acts as a centralised contact for a broad range of departments, agencies, and external organisations with the primary objective of monitoring daily service delivery outcomes, including during special events and planned disruptions, and facilitating the functional response to incidents and emergency management activities in accordance with DTP's legislative and regulatory requirements. The Operational Response Duty Officer also contributes to DTP's continuous improvement objectives by analysing and interpreting operational performance and incident trend data to support the development of performance and customer service improvement initiatives. This position requires working rostered shifts and collaborating within a dynamic and challenging environment to ensure the safe and efficient operation of the transport network.

Position Outcomes / Accountabilities
You will be responsible for (but not limited to) the following duties:

Ensure effective oversight of the public transport and road network, including 24/7 operations and incident monitoring functions.

Manage and effectively communicate the functional response to all public transport incidents and emergencies in line with DTP's protocols and legislative and regulatory obligations.

Analyses data and performance intelligence to identify, articulate and oversee strategies and initiatives to remediate unsatisfactory performance trends or operational outcomes which are impacting on the State's performance and customer service objectives.

Actively oversee in-field monitoring, and manage interventions as required, to ensure optimal customer outcomes are achieved during times of capital projects, infrastructure maintenance works, special events and other service change activities.

Provision of high quality and timely information to support incident and performance notification requirements.

Management of rotating roster which provides cost-effective 24/7 coverage of the transport network and adheres to the conditions prescribed within DTP's Enterprise Agreement.

In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.

The ideal applicant will be proactive in stakeholder management—adding value, fostering connections, and addressing issues constructively. You will align daily planning and team objectives with broader organisational strategies, guide others in strategic planning, and adapt communication styles to suit diverse audiences. An understanding of stakeholder motivations, organisational context, and the broader political environment will be key to succeeding in this role.

Qualifications and Experience

Experience working with public transport and road operations.

Technical knowledge and expertise in emergency and incident response mechanisms.

Qualification in emergency or risk management.

You may be required to undertake a medical and other safety compliance requirement.
Role Specific Requirements
Emergency Response Requirements
DTP is a key emergency management partner and contributes significantly to Victoria's State Emergency Management Arrangements. As a part of a whole of government agreement employees may be required to support functions during an emergency and may be redeployed to facilitate this need.
Ordinary Hours of Work:
This position will be required to undertake shift work which will include as part of a regular pattern or roster cycle Saturday, Sunday, Public Holiday, and/or afternoon/night shifts. Shift penalties and allowances will be paid in addition to your regular salary for these shifts.
