Primary objective
The Senior Director Reform Delivery is responsible for leading a multi-disciplinary team to drive whole of agency reform delivery and
implementation through collaborative design, best-practice project and program management, and strategic coordination.
Context statement
The Reform Delivery work unit is within the School Support Branch of the Schools Division which support schools with School Operations;
School Leadership Culture and Care; and Emergency Management, Infrastructure and Safety. The current focus of the team is leading the
implementation of secondary reform in the Northern Territory including the move away from middle schools.
Key duties and responsibilities
1. Lead the development of and support for the implementation of key programs and projects to address agency reform and
implementation.
- Lead the coordination of key reform delivery across the agency.
- As part of the leadership team, provide strategic direction, and work collegiately across the Schools Division and Department to drive
effective delivery of reform.
Develop, and maintain high level external relationships through effective communication, negotiation, and issues management.
Lead and manage the design, development, and implementation of priority strategic reform through cross divisional, interagency, and
national coordination and collaboration, in response to current and emerging issues affecting education in the Northern Territory.
- Effectively manage programs and projects, drive performance, manage risk and ensure deliverables are met to realise outcomes.
Selection criteria
Essential
1. Highly developed expertise and experience in developing and influencing to deliver and implement complex reform in a demanding
service delivery environment, through evidence-based research, critical analysis, and provision of high-level strategic advice,
demonstrating strong conceptual and analytical skills.
- Superior strategic and operational leadership and management skills, with experience leading diverse teams to deliver with a positive
culture of performance.
- Demonstrated experience in the areas of governance, strategy, implementation, and reform including managing complex stakeholder
management and relationships.
- Demonstrated commitment to flexible, innovative, and problem-solving approaches to all aspects of the job and the ability to work
under pressure, including dealing with changing priorities and stringent deadlines.
- Highly developed communication skills with the ability to negotiate confidentially and communicate appropriate, meaningful, and
accurate information and analysis to a wide variety of audiences.
- Astuteness in interpreting and managing social, political, and organisational environments with the ability to network, build
relationships and create strategic alliances to deliver strategic and intergovernmental reform.
- Highly developed expertise and experience in facilitation and collaboration across a large agency (including regions), government and
non-government sectors, the non-government sector and industry.
Desirable
1. Tertiary qualifications relevant to the position.
2. Knowledge of education systems and the strategic direction and objectives of the Department of Education and Northern Territory
Government.
