Primary objective
Provide strategic leadership and oversight of the department's civil asset portfolio. Lead asset management strategies to
optimise asset performance, mitigate risks, and ensure the delivery of infrastructure projects on time and within budget.
Drive innovation in asset lifecycle management, compliance, and maintenance, supporting the department's broader
infrastructure and land tenure objectives.
Context statement
The Executive Director Civil Operations and Maintenance operates within the department's infrastructure framework and
is responsible for managing a diverse portfolio of assets critical to the department's operations. The role involves balancing
strategic planning, risk management, and operational delivery, with a focus on asset performance, safety, compliance and
property management.
Key duties and responsibilities
1. Provide strategic leadership for the department's civil asset portfolio, ensuring alignment with government priorities and
asset management standards.
2. Develop and implement asset management strategies, including lifecycle planning, maintenance, and renewal programs,
to optimise asset performance and mitigate risks.
3. Oversee asset condition assessments, compliance, and safety standards, ensuring assets meet legislative and regulatory
requirements.
4. Lead the development and delivery of asset management contracts, ensuring projects are delivered on time, within scope,
and within budget, managing risks and stakeholder expectations.
5. Drive continuous improvement in asset management practices, including adopting innovative technologies and
approaches to improve efficiency and effectiveness.
6. Build and maintain strong relationships with internal teams, government agencies, industry partners, and community
stakeholders to support asset planning and delivery.
7. Oversee budgets related to asset management, infrastructure projects, ensuring efficient resource use and value for
money.
8. Lead risk management efforts related to asset safety, performance, and compliance, including managing emergency
response and resilience planning for critical assets.
Selection criteria
Essential
1. Extensive proven experience in strategic asset management, infrastructure delivery, and risk mitigation within a
government or large organisation.
2. Demonstrated success in managing asset management contracts, including planning, delivery, and stakeholder
engagement.
3. Strong leadership skills, with the ability to lead multidisciplinary teams and foster a culture of continuous improvement.
4. Deep understanding of asset management standards, legislative requirements, and safety regulations.
5. Excellent stakeholder engagement and communication skills, with experience working with government, industry, and
community groups.
6. High-level financial management skills, including budgeting, resource allocation, and cost-benefit analysis.
Desirable
1. Degree level tertiary qualification in Civil Engineering and project management qualification.
