Primary objective
The Manager Financial Services is responsible for providing strategic financial services, including budget development and management,
financial monitoring and reporting, technical financial analysis, financial and accounting policy advice and development and implementation
of strategic financial and accounting policy initiatives and procedures to enhance financial capability in the agency's schools and corporate
business units.
Context statement
Financial Services provides expert financial and accounting services and support to the agency with staff located across the Territory and
comprises of the following functional areas: Budgets Analysis and Reporting, Financial Accounting and Control, School Funding and
Resourcing, School Business Services and Finance Systems and Innovation. The Manager Financial Services would have the ability to work
across all functional areas of Financial Services.
Key duties and responsibilities
1. Preparation and analysis of financial performance information in accordance with statutory requirements and internal and external
reporting processes within agreed timeframes, this may include end of month processing, preparation of monthly management reports,
financial statements, taxation obligations and financial acquittals.
- Provide professional and technical financial and budget leadership and advice in accordance with legislation and government and
agency frameworks.
- Assist with development and implementation of strategic financial and accounting policies and procedures to enhance financial
capability in the agency.
- Develop and maintain strong relationships with departmental staff and other stakeholders, including schools, in relation to financial
and accounting policy matters, and the management of agency resources.
- Operate as an effective member of the team, including promoting high performance and effectively leading and identifying areas for
continual improvement opportunities.
Selection criteria
Essential
1. Well-developed knowledge of and experience with contemporary accounting, budgeting and financial management practices, systems
and processes.
- Well-developed systems thinking, analytical, research and interpretative skills and expertise with demonstrated capacity to develop
practical, innovative solutions to complex, multifaceted problems.
3. High-level competency in the use of accounting systems and packages, office automation software, spreadsheets, databases and report
generation tools and techniques.
- Proven ability to be self-motivated, work independently, and as a member of a team, to achieve outcomes within a busy work
environment whilst maintaining high standards and attention to detail.
5. High-level communication, negotiation and conflict resolution skills to influence, diverse groups and to communicate in plain language
and contribute constructively to discussions in a politically sensitive environment.
6. An ability to interact effectively with people from diverse cultures.
Desirable
1. Tertiary qualifications in accounting, commerce or business, and membership of a professional accounting body, such as CPA Australia
or Chartered Accountants Australia and New Zealand.
2. Knowledge of budget and financial management procedures, legislation and standards used by the NT Government.
