Our client is a high profile government agency that provides strategic, technical, tactical and transactional support for ICT, finance, human resource and commercial services to Government Directorates and helps to drive the government's digital agenda.
They manage several whole-of-government business systems, as well as having responsibility for critical ICT infrastructure
Role Description:
The Program Manager will lead the day to day delivery of a multi-stream ICT infrastructure refresh and strategic asset uplift program. This role is responsible for coordinating cross-directorate efforts, managing vendor engagement, and ensuring alignment with ACT Government frameworks and digital transformation priorities.
Responsibilities:
- Lead end-to-end delivery of the ICT asset refresh initiative, including network, unified communications, servers, and storage upgrades.
- Oversee ServiceNow discovery activities and service mapping POC; ensuring accurate and actionable asset data.
- Coordinate development and implementation of the Strategic Asset Management Plan (SAMP) and Asset Management Plans (AMPs) - ensuring alignment with business case objectives.
- Manage governance reporting including PRI dashboards, program status updates and risk registers.
- Support preparation of a refreshed business case - including planning for Hardware Asset Management (HAM) implementation.
- Facilitate collaboration across many internal stakeholders to formalise the new operating model.

- Ensure high-quality project artefacts are developed and maintained
- Monitor program risks, issues, and dependencies, and implement mitigation strategies
- Directly supervise staff and foster a high performance culture
Skills and Experience:
- Extensive experience in leading complex ICT programs across infrastructure refresh, service mapping and strategic asset uplift - preferably within government or large organisations.
- Strong knowledge of financial, risk, schedule and resource management
- Demonstrated ability to manage multi-stream delivery and ensure alignment with approved business cases.
- Experience in ServiceNow or similar platforms; particularly in discovery, asset data quality uplift and service mapping.
- Proven capability in benefits realisation and organisational change management; with a focus on embedding sustainable outcomes
- Experience in governance reporting and IT governance; including dashboards, risk registers and performance tracking aligned to strategic priorities.
- Demonstrated leadership and people management skills - with the ability to mentor teams and foster a high performance, delivery focused culture.
- Excellent stakeholder engagement and communication skills - including the ability to influence, negotiate and collaborate across diverse groups and senior executive audiences.
- Proven ability to forecast, plan and monitor the emergence and effective realisation of benefits.
- Highly developed knowledge and experience in the delivery of projects in two or more of the following areas is mandatory: COTS implementation, ICT infrastructure commissioning, software development, and/or business improvement.
- Tertiary level qualifications and/or certification in Project Management and Program Management is mandatory. These include one or more of:
- Diploma of Project Management
- PRINCE2 Practitioner
- PRINCE2 Agile Practitioner
- Management of Successful Programmes (MSP) Foundation (Practitioner preferred)
