What You'll Do
As a Senior Procurement and Contracts Officer based in Brisbane's CBD, you will play a pivotal role in delivering managed network services through expert procurement practices. Your day-to-day work will involve collaborating with colleagues across various departments to ensure seamless delivery of project-related procurement activities. You will be responsible for preparing comprehensive documentation that meets rigorous government standards while also providing guidance on complex contractual matters. By engaging directly with both internal customers and external suppliers, you will help drive innovative solutions that support whole-of-government goals. Your ability to build trustful relationships will be essential as you navigate negotiations and support others' development within the team. - Manage end-to-end procurement activities for network management services, ensuring best practice approaches are consistently applied throughout sourcing, evaluation, contract administration, supply market analysis, and related processes.
- Provide expert advice on all aspects of procurement including project-related purchasing decisions, supplier relationship management, value chain optimisation, and compliance with government frameworks.
- Coordinate comprehensive project procurement activities such as establishing evaluation panels, managing evaluation processes, engaging with vendors, and leading negotiation efforts to secure optimal outcomes.
- Prepare high-quality planning documents, sourcing strategies, evaluation reports, and contract documentation in strict alignment with government procurement policies and records management requirements.
- Develop practical contract handover packages including detailed contract management plans to facilitate effective ongoing oversight of established agreements.
- Liaise closely with internal customers to understand their operational needs and recommend tailored solutions that align with broader government objectives.
- Assist in building procurement capability within the team by sharing knowledge and developing the skills of colleagues and key stakeholders through mentoring or training initiatives.
- Support the implementation of digital solutions that enhance transparency and efficiency in procurement processes across the department.
- Ensure all activities adhere to relevant legislative requirements including the Queensland Procurement Policy 2023 and other applicable standards.

- Demonstrated experience managing procurement and contract administration for large or complex agreements within a public sector or similar environment.
- Proven ability to deliver customer-focused outcomes by adopting agile problem-solving techniques and continuously seeking process improvements.
- Excellent communication skills enabling you to build trust with stakeholders at all levels while delivering on commitments efficiently.
- Strong organisational abilities allowing you to manage multiple priorities autonomously while appropriately identifying and mitigating risks.
- Comprehensive understanding of key policies, practices, procedures relevant to public sector procurement environments including application of the Queensland Procurement Policy 2023.
- Advanced proficiency using Microsoft Office Suite (Word, Excel, PowerPoint, Visio) as well as Outlook for effective documentation and communication purposes.
- Experience coordinating evaluation panels, vendor engagement activities, negotiation processes and preparation of detailed contract documentation aligned with government frameworks.
- Capacity to mentor or train colleagues in procurement best practices thereby enhancing overall team capability.
- Knowledge of Queensland Information Technology Contracting (QITC) framework would be highly regarded but is not mandatory.
- A diploma or higher qualification in Procurement and Contracting (or equivalent) is desirable though not essential.
