**In this role, you will be responsible for managing procurement processes for QCS. This role will work closely with QCS commands to provide best-practice procurement and contracts management.

In this role you will:
lead the end-to-end procurement processes for procurement activities, projects, major contracts, and standing offer arrangements on behalf of the QCS categories: General Goods and Services, Information Communication and Technology and Social Services and may be require to move between categories.
provide high-level, strategic, complex, and/or sensitive procurement and contract management advice and services to QCS business areas to ensure procurement outcomes meet business needs.
deliver high quality procurement and contract management documentation and processes in line with principles of the Queensland Government Procurement Policy and in adherence to department policies and procedures.
actively develop and manage internal and external stakeholder relationships including, internal clients, suppliers, industry, peer organisations and public sector bodies.
when required, establish standing offer arrangements and panel arrangements with a review to maximising efficiencies in processes and costs across QCS.
provide timely, professional, and strategic procurement advice to clients, senior management and suppliers on procurement processes and practices as they relate to, and are affected by, legislation and QCS policies, procedures, delegations and guidelines.
establish and implement a forward procurement plan across procurement activities, conduct complex procurement planning activities and develop high-level strategies.
ensure compliant and competitive proposals, manage risk, conduct contract negotiations, and prepare briefing notes, correspondence, and sourcing documentation.
conduct, and support other team members, in tender development, release, evaluation processes, and drafting and awarding contracts and work with stakeholder groups to develop and execute market research, risk analysis, sourcing strategies, procurement and evaluation plans, and contract specifications.
maintain detailed documentary record of procurement processes and decisions ensuring the audit trail is adequately maintained and documented for probity, accountability, and audit purposes.
develop and maintain an understanding of current organisational demands including current spend, individual transaction and pricing data, end users' requirements, and potential changes in future demand for products and services; and current supply markets, changes in market competition, and performance of current sourcing strategies and pricing.
prepare reports, for internal and external stakeholders to enable enhanced forecasting and spend management.

There are no mandatory qualifications. However, tertiary qualifications in business and/or procurement related disciplines, certifications through the Chartered Institute of Procurement and Supply or equivalent purchasing certifications would be well regarded.
