Primary objective
Provide timely, accurate and quality procurement and contract administration services and advice to client agencies in accordance with
the NTG's Procurement Framework.
Context statement
Contract and Procurement Services (CAPS) is responsible for procurement services to all agencies for works, services and goods valued
at over the advertising threshold (currently $ This includes supporting implementation of procurement reforms and use of
procurement systems by agencies.
Key duties and responsibilities
1. Deliver high quality, professional, continuously improving, flexible and accountable contract administration services to all supported
government Agencies.
2. Develop and maintain strong business relationships with client agencies and private sector stakeholders.
3. Provide guidance and an escalation point in the interpretation of policy in resolving difficult or unusual contract administration issues
and queries from departmental staff, private sector stakeholders including contractors.
4. Ensure contract administration services are actioned according to agreed service levels and in accordance with relevant Legislation,
Policies and Directions.
5. Manage the operational design, implementation, maintenance and support of business systems, processes and procedures.
Selection criteria
Essential
1. Proven specialist knowledge of and experience working with contract management and procurement systems, legislation, frameworks,
policies, procedures and processes including reforms, compliance issues and performance management.
- Demonstrated experience providing guidance and as an escalation point in resolving difficult or unusual contract administration issues
and queries within a policy framework or similar.
3. Sound research, analytical, conceptual and negotiation skills with an acute awareness of political sensitivity and customer focus.
4. Demonstrated information management skills to improve the capability of procurement IT systems used by NT Government or similar,
including the ability to communicate effectively with senior IT professionals; recognise and trouble-shoot system constraints or faults;
and recommend system enhancements.
- High order of probity and ethical expertise and commitment that will ensure Industry is treated fairly and risk to the Territory is
minimised.
- Demonstrated ability to manage change whilst maintaining customer service performance levels and to build and maintain effective
networks within internal and external stakeholders.
- Demonstrated work ethic and attitude which emulates DCDD values of commitment to commitment to service, innovation, ethical
practice, accountability, impartiality, diversity and respectful.
Desirable
1. Advanced Diploma in Procurement and Contract Management.
