The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides several functions supporting community safety outcomes.

The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

Purpose of role

Frontline Solutions and Services is responsible for the management and delivery of frontline business solutions and systems which directly support the QFR, State Operations and RFSQ. The Fire and Rescue IT Solutions team is responsible for providing contemporary and innovative technology solutions and services to meet the operational needs of the QFR capability. The Fire and Rescue IT Solutions team provides community safety systems, software development and operational systems, that contribute to the delivery and support of fit for purpose technology and business solutions, ensuring that corporate technology is aligned to operational needs and support maximum adoption of digital solutions and services.

As the Senior Business Analyst you are responsible for analysing and maintaining the various business systems requirements for multiple core applications used to support QFD frontline operations and community safety portfolios. These are complex systems with multiple modules and workflows, driven by detailed business rules and integrates with other departmental systems. You will work closely with a software development team, responsible for the technical support of the applications to support the implementation of business requirements and software solutions. You will perform high-level stakeholder engagement activities to capture, analyse, prioritise, and document business requirements, including the development and maintenance of As-built' documentation, release notes, business process maps and public-facing documentation to ensure consistency and compliance for IT infrastructure and User centric' solutions that align with business and organisational needs.

  • High level knowledge and application of, appropriate business analysis frameworks, aligned with Business Analysis Body of Knowledge (BABOK).
  • Ability to rapidly acquire knowledge of the applications and their integration with business requirements and technical environment in a large and complex service delivery environment.
  • Advanced analytical, conceptual and innovative problem solving, and organisational skills to manage and prioritise large workloads whilst maintaining high levels of accuracy.
  • Experience in Agile way of working and appropriate requirement management tools.
  • Knowledge and/or experience in Software Development Life Cycle.

Your key accountabilities

Responsibilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Conduct effective elicitation processes for the analysis, documenting (using Jira and Confluence), and validation of requirements for the complex operational systems, focusing on understanding core business needs and converting them into quality, fit-for-purpose requirements while managing a large backlog of change requests and defects.
  • Manage effective relationships and proactively interact with key stakeholders across various levels and branches within the department in relation to all aspects of business improvement initiatives including the development, review, user acceptance testing and sign-off of business requirements documentation.
  • Perform detailed systems analysis and maintenance of business systems requirements, focusing on the complex modules, workflows, business rules, legislated changes and integrations with the statewide applications to ensure currency of information and compliance.
  • Identify key issues, perform research and analysis, and assess impacts, to develop options and recommendations for system enhancement and ensure delivery of quality project outcomes.
  • Manage multiple tasks and competing deadlines, effectively planning and prioritising the backlog of enhancements and bugs received via stakeholders to deliver maximum business value.
  • Collaborate closely with the software development team during the implementation process and ensure that the delivered solutions successfully align with the original business needs and operational requirements of QFD frontline users.
  • Manage, drive and coordinate quality assurance efforts, including defining test scenarios, facilitating usability, access and security with frontline users across the state, and ensuring implemented solutions meet the documented requirements and operational standards prior to deployment.
  • Undertake comprehensive business process analysis and develop process diagrams (using BPMN) and documentation updates, ensuring all changes align with operational standards and adhere strictly to the established QFD Doctrine framework.
