The Department of Justice and Community Safety (the department) is seeking a Manager, Program Legacy and Transition, to provide a critical role within Stolen Generations Reparations Unit.

This is a prioritised role for Aboriginal and/or Torres Strait Islander peoples, who will be given priority consideration as per the special measures provision of the Equal Opportunity Act 2010.
About The Business Unit
The Aboriginal Justice Group of the Department of Justice and Community Safety (DJCS) is committed to driving systemic change in the justice system, to connect, support and deliver better outcomes for the Aboriginal community. The group works in partnership with Traditional Owners and the Victorian Aboriginal community to embed the principles of self-determination in the justice sector.

About The Role
The Manager, Program Legacy and Transition is responsible for developing (in collaboration with the Director and leadership team) the Plan which will guide the final years of the Stolen Generations Reparations Package (Package). The Plan will determine the future of key policy, program, workforce and governance aspects of the Package as it approaches the closing date for applications, 31 March 2027. The Manager will support the director in establishing governance to oversee delivery of the Plan, undertake complex stakeholder engagement within and outside of the department, and lead policy and program briefings to enable implementation of the Plan.

As Manager, you will require strong written and verbal communication skills and demonstrated experience delivering high-quality strategic policy and/or program briefings. You may be required to supervise staff that will support the design, delivery and implementation of the Plan, as well as the development of any briefings and submissions. An in depth understanding of the principles of cultural safety, working with participants who have lived experience of trauma, and the gravity of this reform for impacted Aboriginal Victorians is important for the role.

Some Of Your Responsibilities Will Include

  • Work with the Director and Unit leadership team to establish project governance to oversee development of the Plan including involvement of existing Aboriginal program leadership.
  • Plan and deliver project documentation required to ensure appropriate oversight of the Plan's development and implementation including timeframes and direction and risks including identifying and appropriately engaging internal and external stakeholders.
  • Prepare high-quality briefings on the Plan, including individual aspects of it, for DJCS executives and the Attorney-General.

About You
To be successful in this role, you will have:

  • Demonstrated expertise in managing complex projects within governments, preferably projects relating to the establishment, or transformation of organisations or establishment of redress schemes.
  • Track record in delivering reform projects or redress schemes on time and to budget.
  • Demonstrated experience in managing large budgets, including government reporting requirements.
  • Excellent knowledge of Aboriginal culture and society and understanding of historical and contemporary issues facing Stolen Generations and Aboriginal Victorians.
  • Demonstrated ability to communicate sensitively and effectively with members of the Victorian Aboriginal Community.

Qualifications

  • Relevant experience in policy, project management or program management desirable.
  • Relevant qualification in law, policy or project management desirable.
