The Company

JMDR is a global Railway Engineering leader working with agencies across Australia, New Zealand, the UK, India, and South East Asia. Capable of delivering turnkey solutions from design, construction, wiring, testing & commissioning, safety assurance & audits as well as providing nationally accredited training.

The Position

As the HSEQ Manager for Australia and New Zealand, you will be responsible for leading the compliance, development, implementation, maintenance, auditing and ongoing improvement of the company's Health, Safety, Environment, Quality, and Risk management systems. Working closely with senior management and project teams, you will ensure compliance with all legislative requirements, industry standards, and corporate directives while driving a culture of accountability, continuous improvement, and safe work practices across the organisation.

This role also involves providing expert guidance on risk management, incident investigations, and safety planning for projects and tenders, as well as coordinating audits, training programs, and stakeholder engagement. Acting as the key representative on all HSEQ matters, you will play a vital role in supporting operational success while safeguarding the health, safety, and wellbeing of employees, subcontractors, and the visitors.

Key responsibilities

Leadership & Strategy

·       Lead, implement, and maintain the company's Health, Safety, Environment, Quality, and Risk (HSEQR) Management System in line with corporate policies, legal requirements, and industry standards.

·       Support senior management in defining HSEQ policies, objectives, roles and responsibilities across the organisation.

·       Promote a culture of continuous improvement, accountability, and ownership of HSEQ practices at all levels.

Systems & Compliance

·       Review, update, and ensure accessibility of HSEQ systems, policies, and procedures.

·       Monitor compliance with legislation, standards, and company directives; update processes as required.

·       Coordinate and manage internal and external audits, including subcontractor audits, certification reviews, and client assessments.

·       Maintain registers for monitoring, measurement, and compliance activities.

·       Liaise with external auditors, regulatory bodies, and clients on HSEQ-related matters.

Risk & Safety Management

·       Conduct and oversee risk assessments, HAZOP studies, and safety engineering reviews for new and existing projects.

·       Investigate incidents and accidents, analyse trends, and develop corrective and preventive action plans.

·       Provide HSEQ input into tenders, project planning, contract start-up, and modification programs.

·       Ensure occupational health risks are identified, managed, and integrated into company processes.

Training & Engagement

·       Develop and deliver HSEQ training programs, inductions, and awareness sessions.

·       Motivate and engage employees on the importance of HSEQ compliance and safe work practices.

·       Facilitate HSEQ meetings, ensuring effective consultation, communication, follow-up, and continuous improvement initiatives.

Support & Advisory

·       Provide expert HSEQ advice and support to Commercial, Engineering, and Operations teams.

·       Prepare draft policies, procedures, and documentation in consultation with relevant departments.

·       Partner with stakeholders to ensure safe and sustainable outcomes across all projects and operations.

Accountability

·       Act as the company's key representative on all HSEQ matters in Australia and New Zealand.

·       Be accountable for all aspects of Health, Safety, Environment, Quality, and Risk, including occupational health.

Knowledge / Experience Requirements:

  • Proven experience in a senior HSEQ management role, ideally within construction, engineering, or infrastructure projects.
  • Strong understanding of Australian and New Zealand workplace health and safety legislation, environmental regulations, and quality management standards (ISO 45001, ISO 14001, ISO 9001, JAS ANZ …).
  • Demonstrated ability to lead audits, risk assessments, and incident investigations, with a track record of driving corrective and preventive actions.
  • Experience in developing, implementing, and maintaining integrated management systems.
  • Excellent stakeholder engagement skills with the ability to influence, coach, and build a strong safety culture across diverse teams.
  • Strong analytical, problem-solving, and report-writing skills, with the ability to interpret data and identify trends.
  • Experience liaising with regulators, auditors, and client representatives on HSEQ matters.

Qualifications:

  • Certificate IV or Diploma in Work Health and Safety (WHS) or equivalent.
  • Lead Auditor qualifications in ISO 45001, ISO 14000, and ISO 9001, highly regarded
  • ICAM (Incident Cause Analysis Method) or equivalent accident/incident investigation training
  • Recognised Risk Management certification (e.g., ISO highly regarded.
  • Current First Aid and CPR certification (or willingness to obtain).
  • Safely Access the Rail Corridor (Desirable)
  • Rail PO1 or PO2 (Desirable)
  • Accredited Drug and Alcohol Tester (Desirable)
  • Membership of a relevant professional body (e.g., AIHS, Engineers Australia, Exemplar Global) preferred
