Position Overview

We're seeking a Project Manager – Utilities with a strong civil engineering foundation and hands-on experience in delivering complex utility scopes across major infrastructure projects. This role is ideal for someone who thrives in both strategic planning and on-the-ground execution, and who can lead with confidence across design, delivery, and stakeholder engagement.

You'll be responsible for managing multidisciplinary teams, driving project certainty across time, cost, and risk, and delivering innovative solutions through digital engineering and constructability excellence. The ideal candidate will also bring commercial insight and apply lean delivery principles to optimise material selection, procurement, and construction staging—driving safety, sustainability, and operational efficiency.

Key Responsibilities

  • Lead end-to-end delivery of utility infrastructure across transport, water, and energy projects.
  • Manage design coordination, ensuring constructability, compliance, and integration with broader project objectives.
  • Oversee contract management, tendering, and procurement strategies aligned with project risk and delivery models.
  • Drive project controls including scheduling, budgeting, risk management, and reporting.
  • Lead client engagement, ensuring alignment with project goals, stakeholder expectations, and commercial outcomes.
  • Mentor and manage high-performing teams across design, delivery, and commercial functions.
  • Navigate environmental constraints, urban ground conditions, and safety-critical interfaces with precision and foresight.
  • Ensure compliance with HSE standards, environmental approvals, and site-specific risk mitigation strategies.
  • Develop and manage integrated construction staging plans to align utility works with broader civil and transport programs.

Commercial & Procurement Excellence

  • Apply deep understanding of material choices to balance performance, cost, and constructability.
  • Leverage economy of scale in procurement to unlock value across multiple scopes and packages.
  • Lead supplier negotiations to secure favourable terms and ensure timely delivery.
  • Conduct cost-benefit analysis to support decision-making and optimise resource allocation.
  • Align procurement strategy with safety-conscious, lean delivery principles to improve efficiency and maximise value for money.

Digital Engineering & Innovative Delivery

  • Integrate 4D construction staging to optimise sequencing, clash detection, and delivery timelines.
  • Apply BIM and digital twin technologies to enhance coordination and asset lifecycle management.
  • Optimise traffic staging and construction sequencing to minimise community impact.
  • Utilise Power BI and dashboarding tools for real-time project controls and decision-making.
  • Leverage AI-led process optimisation to streamline workflows and reduce delivery risk.
  • Implement digital permit control systems to automate approvals and enhance transparency.
  • Champion quality management frameworks integrated with digital tools for consistent standards.

Essential Skills & Experience

  • 10+ years' experience in utilities delivery across transport, water, and civil infrastructure projects.
  • Strong civil engineering foundation with hands-on project delivery experience.
  • Proven ability to manage high-risk utility interfaces and complex stakeholder environments.
  • Experience with alternative procurement models (D&C, PPP, Alliance).
  • Expertise in temporary works, construction methodologies, and staging.
  • Skilled in 4D construction staging and 3D constructability reviews.
  • Deep understanding of environmental approvals, urban ground conditions, and safety-critical zones.
  • Strong commercial acumen with experience managing budgets, risks, and contract obligations.
  • Familiarity with Australian Standards, utility authority requirements, and industry best practices.

Technical Proficiency

  • Chartered Professional Engineer (CPEng) or eligibility within 6 months.
  • Experience with 4D BIM and Navisworks for construction simulation and coordination.
  • Proficiency in 12d Model software.
  • Skilled in MS Project, Primavera, and Microsoft Office Suite.
  • Construction Industry White Card.

Other Requirements

  • Australian Citizen or Permanent Resident.
  • Unrestricted Driving License
  • The successful candidate must be comfortable working across varied environments—from design offices to active construction sites—demonstrating adaptability, collaboration, and a hands-on approach throughout all project phases.
