Role Overview:

We are seeking a highly skilled
Senior Business Analyst
to support the discovery, design, and implementation of a new
Program and Project Management and Reporting Tool (PPMRT)
for a Tier 1 government department.

The successful candidate will lead research and analysis of business processes, engage stakeholders to gather and validate functional and non-functional requirements, and document current and future state workflows to inform solution design. You will play a key role in defining business requirements, facilitating communication between technical and business teams, and producing artefacts such as discovery reports, process maps, and recommendations that shape the department's project-management capability.

This role requires strong analytical thinking, stakeholder engagement, and documentation skills, with the ability to operate across
complex, multi-stream ICT environments
while driving improvement in governance, reporting, and decision-making frameworks.

What We're Looking For:

  • 10+ years' experience in ICT or business transformation environments, with 5+ years as a
    Business Analyst
  • Demonstrated expertise in
    business modelling, requirements definition, and analysis
    across large-scale programs
  • Proven ability to
    review, map, and improve business processes
    , identifying opportunities for efficiency and automation
  • Strong experience engaging and managing
    diverse stakeholder groups
    , including senior executives and project owners
  • Excellent skills in developing
    business requirements documents
    , functional/non-functional specifications, and workflow artefacts
  • Experience facilitating workshops, discovery sessions, and user story development
  • Proficiency in
    consulting, feasibility assessment, and option evaluation
    for business and technical solutions
  • Strong analytical and problem-solving capability with focus on
    risk, assurance, and measurable outcomes
  • Understanding of
    Agile, Waterfall, or Hybrid
    delivery frameworks and governance processes
  • Knowledge of
    PPM tools
    , business reporting systems, and
    API/integration concepts
    desirable
  • High-level written and verbal communication skills to support documentation, presentations, and stakeholder reporting
  • Must hold or be eligible for
    Baseline security clearance
  • Work location:
    ACT or QLD (Hybrid – on-site + remote)
