We are currently seeking a WHS Officer to develop, maintain and protect work, health, safety, standards within CAF in accordance with current legislation and CAF standards for Regional Rail Project within Australia. The role reports to the Site Manager and can include other admin duties as required.
GENERAL RESPONSIBILITIES:
- Coordinates all Work, Health, Safety, for Train Completion Work (including testing) activities both onsite and off-site. This includes RIW and site safety requirements.
- Coordinates and manages on site periodic training requirements for CAF staff
- Facilitate periodic management meeting with all departments to ensure coordination to achieve results within time, budget and standards.
- Ensure and assist staff to monitor compliance with regulations, standards, policies and procedures.
- Manage Safety Management plans and create Safe Work Method Statements (SWMS)
- Provide guidance to ensure statutory obligations are met.
- Maintain an accurate and up-to-date internal Document Management system.
- Conduct audits and regular inspections of both internal operating procedures and external sub-contractors to ensure compliance with Company policies.
- Carry out other reasonable tasks and duties as requested by management.
Health and Safety
Part of this role is responsible for the Health and Safety-related aspects of a team of technical and non-technical personnel. Such as:
- Continue to develop and maintain best practice policies, processes and systems to support the effective management of health and safety across the company, and ensure all managers have available to them appropriate and effective systems, advice, processes, training and coaching to ensure their health and safety obligations are fulfilled.
- Continue to implement and maintain programmes associated with Risk Management, Health and Safety, Resource Management and other legislative requirements related to the Rail industry.
- Manage Health and Safety focused site induction for all new employees and contractors, including emergency procedures and incident/hazard identification processes.
- Investigating safety related incidents and providing recommendations.
- Assist with business continuity and emergency preparedness.
- Actively participate in promoting health and safety in the workplace and encouraging others to do the same.
- Lead health and safety initiatives, such as workplace inspections, hazard identification and others as required.
PROFILE
Education: Qualified in WHS (can be junior with experience).
Work Experience: Previous experience in a similar role including experience of training and audits with rail experience or equivalent years' experience.

- Able to work under pressure and tight schedule milestones.
- Easy and capable of adequately managing groups of people.
- Prioritize capabilities externally and internally.
- Capable of developing and implementing strategies that support a culture where work, health and safety is everyone's responsibility, and where everyone takes accountability for the part they play in creating a workplace that is free from harm.
- In-depth understanding of AU Health and Safety legislation, the ability to lead and influence at all levels of the organisation and a demonstrated commitment to continuous improvement.
- Superior written, personal and interpersonal communication skills.
- Knowledge of Australia workplace legislation.
- Hazard and risk management experience.
- A strong focus on quality and procedural accuracy.
- A high level of self-motivation.
- Experience of training delivery.

The NSW Government is replacing the NSW regional rail fleet of XPT, XPLORER and Endeavour trains with 29 safer, comfortable and more accessible trains for customers travelling across NSW and between, Sydney, Canberra, Melbourne and Brisbane. For details of the project visit:
As part of the Regional Rail project, the Mindyarra Maintenance Centre in Dubbo will receive a new talented team for train completion works (Manufacturing, Testing and Quality activities), with potential transition in the future to the Warranty & Maintenance teams.
