
People And Culture Manager

- The Manager People and Culture is a member of Starick's senior management team. The position is responsible for strategic human resource (HR) management and development, workplace health and safety (WHS) compliance, and workplace relations activities that contribute to a positive staff culture and the long term effectiveness, stability and growth of Starick.
- The position oversees the delivery of people and culture services for Starick by:
- • Leading the development and implementation of comprehensive HR strategies, policies and procedures tailored to the unique needs of Starick
- • Providing strategic guidance and support to managers on all HR-related matters, including employee relations, staff development, performance management, and WHS
- • Overseeing recruitment processes, ensuring a diverse and inclusive workforce that reflects the communities Starick serves
- • Collaborating with managers to identify organisational gaps and opportunities for improvement, and implementing solutions to enhance operational effectiveness and employee engagement and wellbeing
- • Acting as a trusted advisor to managers, offering insights and recommendations to minimise WHS risk and promote compliance with relevant Awards, regulations and legislation
- • Developing and maintaining strong relationships with internal and external stakeholders to support Starick's mission and reputation as an employer of choice
- ABOUT THE SERVICE
- Starick is an innovative, client focused organisation working across the continuum of prevention, early intervention, crisis response and recovery to address the impacts of Family and Domestic Violence (FDV) and to create safer communities. Our services are based in the eastern metropolitan corridor of Perth and include:
- • Crisis accommodation and support at Mary Smith and Starick House refuges
- • Lead agency for the eastern metropolitan corridor Refuge Service System Model (RSSM), providing a 24-hour emergency response for women and children escaping FDV and ensuring a coordinated response to women and children, particularly those at very high risk.
- • Outreach Services including:
- o Domestic Violence Advocates based in police stations
- o Safe at Home
- o Counselling
- o Supported transitional housing
- o Mobile Outreach
- o Staff in GP clinics
- • Specialist children's programs
- • Prevention and community education through delivery of Respectful Relationships programs in schools and sport and recreation associations, and presentations to community and business groups about FDV and appropriate community responses

- POSITION RESPONSIBILITIES
- The key responsibilities of the position are:
- Human Resources Strategy:
- • Develop a People and Culture Strategy that supports Starick's strategic and workforce objectives
- • Assist the CEO and Managers to develop and implement workforce planning aligned with Starick's strategic development, including planning the workforce component of new and expanded projects and services
- • Provide advice to the CEO and Managers on HR and workforce trends and legislative and Award changes, and support collective agreement negotiations as required.
- • Assist Managers to plan the workforce component of new and expanded projects and services
- • Manage compliance with legal and corporate requirements for HR including regular reporting for the Board on workforce inclusiveness and diversity, remuneration and performance surveys
- Human Resource Operations:
- • Develop, implement and review HR systems, policies and processes
- • Manage the provision of HR services to support managers including recruitment, induction, training and development, performance management, grievances and disputes
- • Provide accurate and timely advice, information and/or recommendations to staff across the organisation on HR matters to ensure that all policy, statutory and award obligations are met
- • Coordinate WHS incident and hazard investigations and reports.
- • Manage workers compensation and return to work processes
- • Advise and coach line managers to develop capacity in responding to and resolving workforce issues
- • Ensure job descriptions are up-to-date, accurate and compliant with relevant laws, regulations and awards
- Organisational Development
- • Assist the CEO and Managers to strengthen and develop organisational culture, manage change and communicate Starick's vision and values
- • Support the CEO and Managers in the development and implementation of people strategies for development and succession planning
- • Develop and implement strategies to promote employee engagement and recognition
- • Leadership in driving implementation of a child safe culture and measures across the organisation
- • Contribute to business improvement and innovation
- Quality, Risk Management and Compliance:
- • Develop and implement WHS programs and equal employment opportunity programs
- • Chair the WHS Committee and monitor and report on Starick's compliance with requirements
- • Coach and mentor line managers on role obligations in relation to WHS and risk
- • Ensure all employment policies and practices comply with relevant laws and regulations
- • Ensures all staff are familiar with and are able to comply with relevant legal and safety requirements
- Selection Criteria
- ESSENTIAL
- • Demonstrated experience human resources and workplace health and safety in a leadership role.
- • High level of experience in employee relations and knowledge of industrial and employee relations policy and practice
- • Experience in organisational development and business improvement
- • Demonstrated ability to act strategically, administer legislation, statutory and contractual obligations, whilst developing innovative workforce solutions
- • Sound working knowledge of Workplace Health and Safety and Workers Compensation Management.
- • Effective written and oral communication skills, with the ability to build strong working relationships with multiple stakeholders
- • Strong MS office skills and experience in using various HR related system platforms (Employment Hero or similar)
- DESIRABLE
- • Awareness of child safe requirements and experience of implementing these in an organisational context.
- • Familiar with the Social Community Housing and Disability Services Award 2010
- • Experience in a not for profit or community focused organisation
- • Membership of a professional body such as AHRI, AIMWA, SIA
- REQUIREMENTS
- • Degree in Human Resources, Industrial Relations, Business or Management or equivalent from an accredited institution
- • National Police Clearance
- • Right to Work in Australia
- • A WA Drivers Licence
