About The Role
The
Senior Project Manager – Registration & Licensing (R&L)
leads the end-to-end delivery of digital and technology transformation projects across the Department of Transport and Planning (DTP) and the VicRoads Joint Venture. Managing multiple concurrent projects, the role bridges policy, operations, and technology teams to translate strategic and regulatory intent into executable, high-impact solutions.

The position provides strong leadership across all project phases — from discovery and requirements definition through to implementation and benefits realisation — ensuring alignment with DTP's strategy, governance standards, and service outcomes. Working collaboratively with internal stakeholders and delivery partners, the Senior Project Manager ensures operational needs, technical design, and policy changes are fully integrated to achieve project objectives.

The role drives collaboration across teams and stakeholders, fostering alignment, accountability, and confidence in delivering initiatives that support the department's strategic road safety outcomes.

Position Accountabilities

• Provide leadership to enable the successful delivery of registration and licencing related projects to agreed scope, time, quality and budget whilst ensuring project outcomes achieved align with the DTP Strategy.
• High quality project governance and operating in compliance with a whole of project life cycle process with appropriate stage gates and peer reviews that deliver the highest quality R&L projects.
• Management of a high performing project management teams.
• Highly satisfied clients and stakeholders who trust the Manager - R&L Projects for accurate, high-quality advice relating to the project's delivery and innovative solutions to complex issues as they arise.
• Effective collaboration management of multiple stakeholders, and stakeholder cooperation and involvement at senior level to ensure high quality project delivery.
• Successful representation of DTP and the Division in a range of internal and external forums.
• Provide timely advice to third party external works applications, ministerial enquiries and e-briefings.

Qualifications And Role Specific Requirements
Desirable

• A relevant tertiary degree would be well regarded.
• Experience in project and program delivery.
