We are looking for a motivated person to lead an energetic team of regulatory supervisors.
About the team
The Clearing and Settlement Supervision Section is part of the RBA's Payments Policy Department. It is responsible for the regulatory supervision of entities that provide critical financial market infrastructure underpinning the majority of financial market transactions in Australia.
The Payments Policy Department is responsible for the RBA's payments system policy, regulatory and oversight functions. We help the RBA meet its objectives of promoting competition and efficiency, improving the safety and resilience, of the payments system and safeguarding the stability of Australia's financial system.
About the role
You will be responsible for leading the teams' supervision and risk assessment of licensed clearing and settlement facilities. Your role could include:
Leading the formulation and communication of supervisory recommendations to the RBA's leadership team, the RBA's Payments System Board and supervised entities
Leading the teams' efforts to assess supervised entities against their regulatory obligations
Leading supervisory engagement with the supervised entities, including deliverable messages on behalf of the RBA with authority
Overseeing and supporting high quality financial risk and data analysis, applying knowledge of the RBA's Financial Stability Standards, to identify and deliver actionable insights for stakeholders
Facilitating and supporting the team's maintenance of up-to-date and relevant knowledge of key emerging risks that may impact the financial system
Leading research and data analysis underpinning policy recommendations and build an awareness of risk exposures at supervised entities and across the financial system
Leading preparation of high-quality papers for relevant Board and Committee meetings
Contributing to the development and operationalisation of a crisis management response framework.
About you
To be successful you will ideally have:
a proven ability to lead a dynamic team and foster a cohesive culture that values open discussion and collegial debate
effective organisational skills with a demonstrated ability to shift focus and reprioritise in a changing risk landscape
strong verbal and written communication skills that help to deliver persuasive and effective engagement with executives and those that are not subject matter experts
the willingness to speak up and have difficult conversations with stakeholders where you see issues, both to ask questions and communicate regulatory expectations to the supervised entities
a strong understanding of Australian financial markets, including equity and interest rate derivatives markets
experience with post-trade/financial market infrastructures and regulation; or a relevant tertiary qualification in finance, risk or a related discipline
excellent critical thinking skills to assess information, identify patterns and develop supervisory responses on complex supervisory issues
data and technical analysis capabilities to understand financial models and identify risks. Familiarity with R would be an advantage
the ability to work collaboratively within a multi-disciplinary supervisory team and with other supervisory agencies
the ability to effectively communicate issues related to financial risk management to less technical stakeholders, such as through presentations and papers

Working for an organisation that truly makes a difference to the people of Australia, we can offer development and career opportunities in a collaborative environment that supports your growth, wellbeing and promotes flexibility. Your individual growth and success drives the RBA forward as an organisation. Be more means you can do more, for yourself and for Australia.
