ABOUT THE TEAM & BRANCH

We are seeking to immediately fill an APS 6 level role in the Specialist Investment Vehicles, Funds and Governance Branch (SFGB) within Commercial Investments Division (CID). In this role, you will have the chance to work across the following exciting functions:

Government Business Enterprise (GBE) Policy

CID is responsible for oversight of the Government's GBE Portfolio and supporting the Minister for Finance's interest as a shareholder minister for these entities. SFGB is responsible for the GBE policy function, which includes providing policy advice to GBE oversight teams on commercial and governance issues as well as maintaining Resource Management Guite (RMG) 126 Government Business Enterprises. SFGB is managing a review of RMG 126.

Specialist Investment Vehicles (SIVs) Policy

SFBG is responsible for SIV policy and oversight of the SIVs Portfolio, which is responsible for more than $90 billion in capital. SIVs are Commonwealth entities that invest public funds across various sectors across the economy to achieve government policy objectives. The Minister for Finance is responsible for commercial performance and corporate governance issues for all 8 of the Government's SIVs, and SFGB assists by managing the day-to-day oversight and policy functions for the SIV Portfolio. This includes maintaining RMG 127 Specialist Investment Vehicles.

SIV Portfolio Reporting Framework

SFGB's SIV oversight responsibilities include managing the SIV Reporting Framework, which delivers a half-yearly dashboard to the Minister for Finance. The Dashboard provides an aggregated view of the SIV Portfolio, and provides crucial information on SIV Portfolio funding, exposures and risks. SFGB work directly with each SIV on data collection and undertake quality assurance on the data and brief the minster on changes across the SIV Portfolio.

ABOUT THE OPPORTUNITY

We are looking for people with a mix of public policy, commercial, financial, legal and/or project management skills and experience across diverse industry contexts. The ability to work collaboratively as part of multidisciplinary teams to provide influential advice to the Government and achieve win-win outcomes is highly desirable. It is important our staff support developing whole-of-government investment policies and delivering programs in support CID and the Department's broader strategic priorities.

Responsibilities will include:

  • Drafting high quality and timely briefs and correspondence for the Minister for Finance, including on strategic policy, project delivery and commercial matters
  • Confidence to working closely and collaboratively with a range of stakeholders, including other government departments, including central agencies, management and staff of GBEs and SIVs
  • Preparing and providing policy advice to Commonwealth agencies and entities
  • Monitoring media and industry developments relevant to the area of work with the capacity to identify opportunities and risks
  • Preparing Cabinet Submissions for Government consideration
  • Using strong communication skills to liaise with the Minister for Finance's Office and the office of senior staff to provide information as required and to support their regular attendance at meetings with senior management of the respective entities
  • Undertaking financial analysis of annual reports, quarterly reports and corporate planning documents
  • Assisting with input to Budget and other economic updates and liaising with subject matter experts from across the Department
  • Undertaking detailed analysis of business cases for new projects, commercial opportunities, and broader policy related issues such as competition matters
  • Managing junior staff to build team culture, support development and to ensure the effective delivery of team outputs.
  • Analysing financial data to develop advice for key government decision makers
