The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural integrity, well integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters, and in coastal waters where regulatory powers and functions have been conferred.
NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.

We are seeking an experienced
Senior Adviser – Guidance Reforms
to join the Strategic Communications and Engagement Directorate in our Perth Office. The position is initially being offered on a non-ongoing basis for a period of up to two years.
Role:
Reporting to the Director – Guidance Reforms, you will support the development and implementation of the NOPSEMA Blueprint and a comprehensive review of NOPSEMA's guidance materials.
The NOPSEMA Blueprint and Guidance Review will involve:
• Development of the 'NOPSEMA Blueprint' - a comprehensive publication capturing NOPSEMA's way of working and regulatory approach, contributing to organisational change and alignment to NOPSEMA's vision and values.
• A refresh of NOPSEMA's guidance materials to ensure these critical documents, which are a fundamental interface with the regulated community, are relevant, engaging, concise, and useful. The NOPSEMA Blueprint will flow throughout the newly updated guidance materials.
Key Responsibilities:
The role's key responsibilities include:
• Supporting the development and delivery of the NOPSEMA Blueprint and guidance materials, ensuring clarity, consistency, and alignment with NOPSEMA's regulatory approach and objectives.
• Coordinating internal and external stakeholder engagement activities including gathering feedback for the development of Blueprint and guidance material.
• Building and maintaining collaborative working relationships with colleagues, managers and key stakeholders, working across the agency to develop and deliver engaging Blueprint and guidance material.
• Supporting the development of communications content (including presentation materials, factsheets) for our stakeholders to promote Blueprint and guidance material to increase understanding of regulatory requirements among industry and government sectors.
We would like to hear from you if:
• You have demonstrated experience in supporting the development and implementation of regulatory guidance and strategic material.
• Your influencing and negotiating skills with stakeholders make you successful in the development and implementation of regulatory guidance.
• Your interpersonal and communication skills (both written and oral) are highly developed.
• You have gained experience in drafting policy or regulatory materials.
Desirably, you hold appropriate tertiary qualifications, and you possess knowledge of or experience working in policy/regulatory areas, legislative change or public administration.
