Office of the Secretary is a group within the Department of Transport that leads, oversees and coordinates all departmental functions, portfolio-wide activities and interactions with DTP Ministers.

Integrated Strategy is a Division within the Office of the Secretary, which provides oversight to policy change and operates as a policy coordination and strategy function within DTP. Integrated Strategy works with external stakeholders and across the Department to co-design policies and strategies to respond to current and future challenges.

About The Role
This is a fixed term 5 year SES 1 contract

This role leads the newly established Strategy Branch within the Integrated Strategy Division at the Department of Transport and Planning. Its purpose is to drive long-term strategic thinking for the Department, shaping priorities that influence both immediate policy decisions and outcomes with impact over decades.

Reporting to the Executive Director, the Director of Strategy will lead a small, high-performing team that collaborates closely with colleagues across the Division and senior leaders throughout DTP. Together, they will explore and deliver insights on high-priority strategic topics identified by departmental leadership. The work will span both transport and planning, with a strong focus on an integrated, system-wide approach that optimises outcomes for all Victorians.

This is a rare opportunity to build and lead a new team from the ground up guiding critical strategic work on some of Victoria's most significant and forward-looking challenges. The role will suit an experienced and passionate leader who thrives on collaboration, innovation, and delivering practical, actionable strategy that makes a real difference.

Qualifications
Mandatory

  • Tertiary qualification or extensive experience in an analytical or technical field.
  • Proven track record to lead strategic projects with senior stakeholders in dynamic and complex environments.
  • Excellent communication and facilitation skills – experience preparing and leading workshops with senior executives on strategic issues and preparing high quality written end products
  • Experience overseeing and delivering complex impact focus quantitative work.

Desirable

  • Knowledge and experience in Transport and Planning.
