Marine Officer Grade 2
A Marine Officer Grade 2 assists stakeholders and users of Queensland waterways by providing guidance on the legislative requirements for the safe and environmentally friendly use of commercial and recreational craft.
A Marine Officer Grade 2 also directly delivers or coordinates the provision of an array of services including aids to navigation facilities, pollution education and response initiatives and safety education and compliance activities to ensure that all can have safe access to and use of Queensland's waterways.
The role offers you the chance to fulfil a variety of functions that will involve engaging with our stakeholders and seeking to foster and attitude of safe boating. You will assist with the provision of services that will allow our clients to enjoy Queensland's waterways in a safe and environmentally sensitive manner.
Maritime Safety Queensland (MSQ) has an approach of actively working with individuals and organisations to reinforce compliant behaviour and to change inappropriate behaviours. While MSQ is proud of our record of working cooperatively as a regulator we have a responsibility to instigate actions against those who will not change.
You will play an important role in both of these activities.
You will be confident and enjoy interacting with people with a view to helping them gain a greater understanding of what safe operating procedures means and then providing guidance to them so that they can manage their safety obligations. You will have sound interpersonal, communication and computer literacy skills.
A significant percentage of your work will involve consulting with and educating people in the field in a variety of marine environments. Your work will also include maintenance and installation works associated with our marine infrastructure and therefore involves a high level of physical activity.
The Transport Operations (Marine Safety) and Transport Operations (Marine Pollution) Acts and Regulations provide the legislative framework to the operational planning that will provide direction for staff. MSQ needs people that are familiar with all the legislative requirements relative to the maritime environment and are confident they can interpret and apply these provisions to give guidance to organisations and individuals.
While the Area Manager has ultimate responsibility for regional/local outcomes, other officers will be given the delegated responsibility for certain programs of work.
Expertise in the field will be recognised. The Marine Officer Grade 2 will report to the Area Manager who can delegate relevant responsibilities to another officer.
Some Of Your Responsibilities Will Include
- Ensure maintenance and operational procedures are current and consistently applied, to support the delivery of our services
- Ensure maintenance of operational plant, vessels, equipment, including pollution response equipment, to ensure that MSQ can deliver their services efficiently and effectively
- Participate in the development /review and observance of Safety Management Systems and procedures around the operation and maintenance of departmental vessels
- Participate as a team member or lead a program of activities associated with MSQ programs and emergency situations
- Assist in a program of works to achieve audit objectives; by way of example, audit activities will include buoy moorings approvals and positioning, navigational aids, base safety and equipment
- Undertake a range of intelligence, investigative, project management and delivery activities that support the government's War on Wrecks priority
- Perform activities such as monitoring safety of vessels and assisting and leading aspects of the investigation process
- Participate in marine education and behavioural change initiatives designed to reinforce safety and environmentally sound practices, such as presentations to boating groups and providing advice at boat shows
- Assist in the development and delivery of educational programs and initiatives
Applications to remain current for 12 months.
